Total Life Cycle Theory And Its Application In The Cost Management Of Project Invested By Government

From the praction of cost management of project invested by government, we often lay more stress on construction stage than decisions, design, operation and maintenance ones. In fact, the cost control of the construction process is only a part of the cost of project invested by government. The decision and design stage will affect the cost of construction and the cost of operation and maintenance process;,the construction process will also affect the cost of operation and maintenance. It has a very important practical significance to improve the use efficiency of government financial capital to control the life cyle cost of the project. In this paper, the total life cycle concept of system theory is drawn into the cost management and supervision of project invested by government, and and a project from Nanning City is systematic researched as an example. From a investment evaluation perspective,the significance and the focus of several important stages of are discussed including decision-making stage, life cycle design stage, bidding stage, construction stage, completion settlement and operational stage. Some countermeasures are put forward for cost management and supervision of the project invested by government through the combination of theory and practice. The main research contents and results are as follows:1) The life cycle cost, and the cost control and contract management whichi is importat factors influence the whole life cycle cost is analyzed.2) A Supervision System based on total life cycle concept is discussed. From a practical point of view, the regulatory objects, regulatory content, regulatory focus and the regulatory body that correspond to the interests of the various stakeholders, contract management, project change and conducted is comprehensive discussed.3) Case study. The total life cycle concept is used in a key project from Nanning city for cost control and supervision. The role of the various stages in the project life cycle and the typical problems are investigated.4) Countermeasures for cost management and supervision of the project invested by government are researched. Based on the trend analysis, a total ife cycle cost management system is proposed and suggestions are given.
