With the deepening of the concept of lifelong learning,the whole society has entered the golden period of rapid development of culture,politics and economy.In order to keep pace with the times,people need to closely follow the pace of the times and pay attention to the learning of knowledge and culture.According to the specific requirements of the national medium and long term education reform and development plan(2010-2020),we should vigorously develop community education in urban and rural areas.In 2014,the Ministry of education and seven major departments jointly issued the specific opinions on promoting the construction of learning city,which also requires the active and extensive development of community education in urban and rural areas,so as to promote the innovative development of social governance.In the critical period of building a well-off society in an all-round way in China,vigorously developing community education not only responds positively to the increasing practical needs of residents' lifelong learning culture,but also is the inevitable requirement of building a learning society.Therefore,community education has obviously become a hot topic in the field of education.The emergence and development of this form of education is closely related to the emergence of diversified educational subjects.Under the strong advocacy of the government,community education has become a necessary component of the social education system,and community and social organizations have become the key subjects to promote the implementation of community education.In addition,the growing awareness of learning,participation and autonomy of community residents also directly promote the rapid development of community education.This paper includes the following five parts: the first part is the introduction,which mainly introduces the research background and significance of this paper,and defines the core concepts of "community education" and "multi subject",based on which the relevant literature at home and abroad is sorted out;The second part focuses on the analysis of the current situation and problems of community education from the perspective of welfare pluralism.The research adopts the method of questionnaire survey and in-depth interview to collect first-hand data,and analyzes the current situation of community education combined with the data.The author believes that although the current community education in Z City has made some achievements,but to some extent,the development is still relatively slow,there are still some problems,such as the lack of responsibility of government departments,the poor participation enthusiasm of residents,the lack of participation of multiple subjects and so on.The third part focuses on the analysis of the factors that affect the formation of multiple education subjects.It is believed that the imperfect policy system,the imperfect security system,the inadequate publicity work,and the low teaching quality together lead to the situation that multiple education subjects have not yet formed;The fourth part puts forward the path to solve the problem on the basis of the previous discussion,that is,the development of community education must give full play to the positive role of the government,the community,professional social organizations and the majority of residents,and introduce diversified subjects to improve the development level of community education,so as to realize the seamless connection of diversified demand and service supply.The specific countermeasures include speeding up the legislation of community education,establishing and improving the policy system of community education,strengthening the top-level design and planning,further expanding the responsibilities of the main body,improving the security mechanism,and expanding the publicity and breadth;In the last part,this paper summarizes the research and further prospects.In short,in the era of lifelong learning,vigorously developing community education is not only the realistic path to achieve the goal of all-round development of human beings,but also an important pillar to build a learning society.The cultivation of multiple subjects is an important condition and guarantee for the great development of community education.
