Study On The Regulatory Path Of Food Safety Grid Under The Perspective Of Collaborative Governance

Food safety is not only a social issue,but also a public safety issue.In the national food safety plan of the 13th five-year plan,we put forward the plan to implement the supervision and regulation of food safety,and actively promote the social governance of food safety.In this paper,the food safety grid regulation is carried out in Lianjiang City as the research object.The purpose is to solve the problems such as single participation subject,supervision path dependence,low enthusiasm of public rights protection,supervision information isolated island and bad currency of food market,etc.,so as to optimize the supervision path of food safety grid in the Lianjiang City.Based on the data collected by the author for years of food safety supervision,this paper starts from the concept of defining food and food safety,grid and grid regulation and supervision path,and analyzes the current situation and dilemma of food safety grid supervision through the introduction of collaborative governance theory tools,research into the causes of the dilemma,and studies the advanced experience of food safety grid supervision in Putian City of Fujian Province,Lishui City of Zhejiang Province and Foshan City of Guangdong Province,and proposes three optimization strategies of mobilization path,assimilation path and technical path.Through the study,it is concluded that,firstly,the regulation of safety grid need to be integrated into a comprehensive network,advocating the government's decentralization to the society and cultivating multiple participants.Secondly,food safety grids regulation the key is to realize the benign interaction between the government and citizen,return to a service-oriented government governance logic,reshape the government responsibility,to a more active attitude to solve deep public appeal.Finally,food safety grid regulation need big data technology and testing technology support,break the regulatory information island,solve the problem of bad money drive out good food market,guide the enterprises to carry out the food safety responsibility.
