| The renovation of old neighborhoods is of great significance to promote organic urban renewal and high-quality urban development.Along with the release of many policy provisions during the period from the State Council’s No.23 in 2020 to the National "14th Five-Year Plan" in 2021,especially the latest "Notice on Further Clarifying the Requirements for the Renovation of Old Urban Districts(Jianban Cheng [2021] No.50)" emphasizes the importance and necessity of the collaboration among government departments,construction enterprises and residents’ self-governing organizations to promote the renovation.The importance and necessity of promoting the renovation with the collaboration of multiple subjects of organizations.In the continuous promotion of the renovation process,the slow progress of the renovation project and the lack of significant results of the renovation project due to the lack of coordination among multiple subjects are becoming more and more prominent.The reason for this is that on the one hand,the different roles of multiple subjects lead to differences in their perceptions of synergy,making it difficult to reach synergy based on consensus;on the other hand,the complex interaction of synergistic elements exacerbates the differences in the perceptions of multiple subjects,making it more difficult to reach synergy;on the other hand,there is a lack of effective methods to help multiple subjects identify the differences in their perceptions of synergy,so that they can reach synergy based on consensus.The other side of the coin is that there is no effective way to help multiple subjects identify their synergistic cognitive differences and reach synergy based on consensus.Although scholars have attempted to answer this question at the elemental level,the existing studies not only have difficulty in analyzing the role and evolutionary paths of the synergistic elements of multiple subjects in the renovation,but also lack deepening and extending the analysis of the functional roles of key elements in the conclusion,which is not enough guidance for solving the problem of the lack of synergy among multiple subjects in the renovation project.This paper firstly summarizes the typical collaborative governance theoretical framework at home and abroad,based on the logical structure of "drive-process-result",combined with literature combing and interview research,and condenses the elements of synergy among multiple subjects in the renovation of old neighborhoods.Then,we introduced the fuzzy cognitive map method and used expert knowledge to model the three types of collaborative subjects,namely,government,enterprise and residents,respectively.On this basis,the network structure analysis of the model is carried out based on the degree centrality index and intermediary centrality index to identify the key influencing elements.After that,we set up two policy scenarios by sorting out the cognitive consensus of key elements among subjects,and conduct dynamic simulation analysis of the multi-subject FCM model under different scenarios to verify the correctness of the identified key elements and the validity of the policy scenarios.Finally,the analysis results are used to propose strategies to promote the synergy of multiple subjects in renovation projects.The results of the study show that,from the results of the degree centrality analysis only,the government side pays more attention to P1,P7,and O2,the enterprise side pays more attention to O2 and O6,and the resident side pays more attention to O1 and O2 in the system;for this reason,the multi-subjects tend to recognize the strong comprehensive influence ability of O2 in the synergistic system of the renovation project;from the results of the intermediary centrality analysis only,the government side pays more attention to P7 and In this regard,there is no consensus among the multiple actors on the key influencing elements in the network connectivity efficiency;based on the results of the comprehensive analysis of West and intermediary centrality,it is found that P7 and O2 are more likely to be the key elements in the system that are considered by the multiple actors in the transformation project to have the most comprehensive influencing ability;P1,P7 and O3 are more likely to be the key elements to enhance the efficiency of system connectivity.It is worth mentioning that by setting up scenarios and conducting dynamic simulations,it not only verifies the importance of P1,P7,O2,and O3 as the key elements that influence the realization of synergy among multiple subjects of retrofitting projects.It also reveals the differences in the impacts caused by different policy scenarios on the synergistic system and provides insightful suggestions for decision makers. |
