Research On Collaborative Governance Of Multiple Stakeholders In Industrial Development Of Suburban Village

The suburban villages have the dual attributes of "city" and "township",which leads to the complexity of their industrial development.Farmers,villagers’ committees and enterprises,as the basic forces of industrial development,play games and cooperate around "interests" in suburban villages,forming a unique industrial collaborative governance structure.Based on the research of D village in Wuhan,this paper analyzes the practice mechanism of collaborative governance in the process of industrial development of suburban villages.Through a field survey in D village,this paper collects a large number of basic data and documents on industrial collaborative governance as the demonstration materials,analyzes the interest demands and action logic of different subjects in the process of industrial development,clarifies the positioning of different subjects in the industrial development of D village and the interaction between subjects in different industrial development stages,then excavates the characteristics and generation mechanism of such collaborative interaction forms,and discusses the measures to deepen industrial collaborative governance.Firstly,with the development of rural characteristic industry,the subjects of rural governance present a trend of diversification,they play different functions and promote the development of villages.Secondly,in the multi-subject interaction,the government should play an active role in guiding and promoting the development of rural industries,improving the level of public services in rural areas,and protecting the basic rights and interests of farmers.At the same time,we need to stimulate the endogenous development of rural power,give play to the positive role of farmers,and promote the optimal allocation of resources.Third,from the perspective of internal mechanism,the role of the main body should be defined through the system supply in the construction of industrial collaborative governance community.In the multi-party interaction,the third party’s counterbalance forces balance the relationship between the subjects represented by "government" and "market",and ensure the cooperation among the subjects.
