Research On The Setting Of Poverty Alleviation Issues By Local Media ——Based On Observation Of Poverty Alleviation Reports Of Nanning Evening News From 2013 To 2021

By the end of 2020,all poverty-stricken people in China will have been lifted out of poverty,and all 832 poverty-stricken counties will have been lifted out of poverty.On February 25,2021,the National Rural Development Administration replaced The State Council Leading Group Office of Poverty Alleviation and Development,marking a complete victory in the battle against poverty and a new starting point for the full implementation of rural revitalization.As a new manifestation of poverty alleviation from the perspective of rural revitalization,the issue of help and assistance has an internal logical connection with poverty alleviation.It is an important mechanism to help poverty-stricken areas consolidate and expand the achievements of poverty alleviation and effectively link up with rural revitalization,as well as an extension of poverty alleviation from the perspective of rural revitalization.This paper takes the poverty alleviation report of Nanning Evening News from November 3,2013 to February 25,2021 and the help report from February 26,2021 to December 31,2021 as the research object.Since the two have an internal logical correlation and the help topic is an extension of the poverty alleviation topic,to facilitate reading,Therefore,the whole paper is summarized as "poverty alleviation issues".In this paper,literature analysis,case analysis,text analysis and questionnaire were used to analyze the effect,characteristics and shortcomings of setting the poverty alleviation topic,providing ideas for local media to set the rural revitalization topic in the new era.Study found that in poverty alleviation and support issues set by local media have strong tendency of policy guidance,but also by power supervision issue to fulfill the function of supervision by public opinion,on the basis of the focus on basic livelihood issues through the story of narrative discourse to enhance subject setting effect,unique local media advertising type support call can cause the linkage of the public,Actively engaged in poverty alleviation practice.However,the local media pay too much attention to the commonness of the issues while ignoring the local characteristics in the process of setting poverty alleviation and assistance issues.The single male focus ignores the presentation of women's issues;Opinion commentary is relatively low in the way issues are presented.At present,poverty alleviation has been transformed into rural revitalization,emphasizing the realization of comprehensive rural development on the basis of consolidating poverty alleviation achievements.There is a significant correlation between poverty alleviation and rural revitalization,and rural revitalization is the logical development of poverty alleviation.Therefore,the problems existing in local media's construction of poverty alleviation issues deserve attention in the construction of rural revitalization assistance issues.Based on the practice of constructing poverty alleviation issues,this paper proposes suggestions to optimize the construction of helping topics for rural revitalization in view of the existing shortcomings and combined with the new characteristics of rural revitalization.Local media should grasp relevant policy trends,pay attention to basic livelihood issues,and give full play to the role of media in livelihood areas.On the basis of paying attention to national policies,local media should focus on regional characteristics,construct regional personalized issues,enhance the closeness of reports,so as to increase the audience's sense of closeness to the media.In terms of the way of discourse presentation,we should try our best to choose the popular way of discourse presentation to improve the audience's acceptance of the topic in the attitude of equal communication,so as to enhance the effect of topic setting.At the same time,local media should make a choice between "the party's mouthpiece" and "the uncrowned king",balance the issues of publicity and supervision,and fulfill the functions of the media itself.In view of the gender imbalance problem,local media should pay attention to the balance of gender presentation when constructing helping issues,pay more attention to the female group in the content,and show the positive image of the female group.In terms of specific topics,local media should also increase the proportion of criticism genres,guide the practice of helping rural revitalization through views,and enhance the leading effect of society.
