As the foundation of the Information Industry,the Integrated Circuit Industry has become one of the most important strategic industries in the Information Age.Its technological level and industrial scale are important indicators of a country's economic development,scientific and technological progress,and national defense strength.Driven by the two-wheel drive of policy support and global industrial transfer,China's Integrated Circuit Industry has developed rapidly.However,due to the lack of high-end core technology in the industry,China's Integrated Circuit Industry has been in a passive situation for a long time.To achieve the goal of "overtaking in corners",it is necessary to clarify the problems in China's Integrated Circuit Industry,find industrial breakthroughs and achieve breakthrough innovation.This paper first analyzes technology distribution and development bottleneck of China's Integrated Circuit Industry,and proposes a method for the identification of technical breakthrough points.This article combines qualitative analysis of core product and quantitative analysis based on patent data,to establish a core technology comprehensive evaluation index system to identify the technical breakthrough points in the design,manufacturing,packaging,and testing of China's Integrated Circuit Industry.It points out a specific direction for the technological development of China's Integrated Circuit Industry.On this basis,based on the knowledge level distribution angle of different dimensions,the interaction between knowledge breadth and knowledge depth is solved to explore the mechanism of technological breakthroughs in China's Integrated Circuit Industry.Then the data of leading firms in the design area of Integrated Circuit Industry and the Tobit regression model is used to empirically test the effect of knowledge level distribution attributes of different dimensions on breakthrough innovations of firms in Integrated Circuit Industry.And the results indicate that when the breadth and depth of knowledge are larger,and/or the distribution of knowledge is more concentrated,Integrated Circuit companies are more likely to produce breakthrough innovations.After that,the DEA method is used to measure the allocation of innovative resources in China's Integrated Circuit Industry.Finally,from the aspects of innovation knowledge resources,human resources,financial resources,and physical resources,policy suggestion is put forward about the reasonable allocations of innovation resources of China's Integrated Circuit Industry to achieve breakthrough innovations,with the consideration of technological breakthrough mechanisms of Integrated Circuit Industry.
