Information Resources Allocation System For Innovative Construction In Hunan

Information Resources is to support social and economic development of the strategic resource, it reflects on enhancing national competitiveness by their own values. Due to the rapid expansion of economic globalization, the increasingly fierce international competition, technological innovation has become a key competitive advantage to enhance national power. Taking technology innovation as the core, enhance the level of innovation, commitment to planning and promoting national, regional and urban innovation system is the critical path to achieve sustainable national economic. Establishing an innovative country requires a solid regional innovation-system(RIS), the coordinated development of RIS can promote the construction and perfectness of the national innovation system(NIS). The provinces have established innovation goals and development strategies aflter innovation-oriented country put forward.Hunan Province promulgated "Innovative Hunan Construction Program" in 2012. Innovative Hunan is a systemic project of complexity and arduousness, any part, stage and security are inseparable from the protection of information resources, the demand of scientific, rational and efficient allocation of resources in the information area range, Hunan. Innovative Hunan require multiple body break the existing boundaries of innovation, the integration of a wide range of information resources and communicate with each other in the sharing of resources on the basis of cooperation and jointly implement innovative strategic objective. Due to institutional and historical reasons, the traditional information resources allocation can not meet the comprehensive, all-round, timeliness and other new requirements put forward innovations body of information resources and, therefore, demand-driven innovation, change configuration, structural reorganization of resources, promote information the allocation of resources to the community, open, collaboration development, has practical significance for promoting Hunan innovation project. Currently, Allocation of Information Resources is greatly forcused on, the study of this subject still in its infancy.After summarizing the advances of researches on information resources allocation,the combination of information resources allocation theory, innovation theory and innovation-oriented information construction in Hunan synergetic theory, the use of information science, economics, science and other aspects of knowledge systems around Configuring this resource co-depth study of specific issues. First, by introducing the theory describes synergistic complementarity between the information resources allocation and regional innovation system construction relations, the author analyzes the innovative activities of resource allocation information requested from the regional innovation system and connotation of an angle. Secondly, upon the status of Hunan resources allocation survey, resources configuration has some problem on fabric, productivity, demand-supply. At last, this paper proposes information resources collaborative allocation system for Innovative Hunan, exploring cooperative mechanism from support level, coordination level and objective level, with the fact, the design of collaborative resource configuration in Innovative Hunan is discussed, so as to propose the corresponding measures.
