Integrated circuit is the core industry in the field of electronic information and occupies an important strategic position in Chinese national economic and social development.However,Chinese integrated circuit industry has technical problems of “stuck neck”,and the key links of the integrated circuit industry chain cannot be independently controlled.Especially in recent years,with the intensification of Sino-US trade conflicts,the “ZTE Incident”,the“Huawei Incident” and so on are a wake-up call to Chinese people,the ability of independent innovation of Chinese integrated circuit industry needs to be improved urgently.In order to promote the innovation and development of the integrated circuit industry,the Chinese government has issued a large quantity of integrated circuit industry policy.Clarifying the status quo of integrated circuit industry policy and the impact of integrated circuit industry policy on innovation performance is of great significance for improving and adjusting the integrated circuit industry policy system and forming a strong industrial support mechanism.Taking the integrated circuit industry policy as the research object,this paper firstly conducts a quantitative analysis of the integrated circuit industry policy text.And around the policy text and policy implementation process,this paper explores whether the integrated circuit industry policy can effectively improve Industrial innovation performance from the dual perspectives of policy tools and innovation value chain.Specifically,the integrated circuit industry policy is systematically sorted out,and the text structure and text “quality” of the integrated circuit industry policy are excavated and quantitatively evaluated.In addition,in order to explore the relationship between integrated circuit industry policy and innovation performance,this paper constructs a correlation analysis framework between integrated circuit industry policy tools and innovation performance,and establishes the mapping relationship between different types of policy tools and innovation performance at different innovation stages.And on the basis of considering the “quantity” of policy tools and the “quality” of the policy texts where the policy tools are located,a comprehensive evaluation method for the strength of policy tools is proposed.Finally,the degree of correlation between different types of integrated circuit industry policy tools and innovation performance in different innovation stages is measured through the model of gray relative level.Further,from the perspective of integrated circuit industry policy implementation,the quantitative analysis method of PVAR is used to empirically test the impact mechanism of financial subsidy and tax incentive,which are closely related to innovation performance,on the innovation performance of enterprises in different stages of innovation when they act on the innovation subject of micro enterprises.The results show that the policy tools used in Chinese integrated circuit industry policy have the structural characteristics of focusing on the environmental type and supply type,and the types of policy tools used in different innovation stages are also different.The overall PMC index score of the integrated circuit industry policy text is relatively high,and the content design is more reasonable.There is a strong correlation between the integrated circuit industry policy and industrial innovation performance,among which,the correlation between innovation performance in the research and development stage is the strongest.From the perspective of specific types of policy tools,there are large differences in the degree of correlation between different types of policy tools and innovation performance at different stages of innovation.The policy tool most closely related to innovation performance in the research and development stage is financial subsidy,and the policy tool most closely related to innovation performance in the achievement transformation stage is tax incentive.When the integrated circuit industry policy acts on the main body of the enterprise,whether in the research and development stage of enterprise innovation or the stage of achievement transformation,the incentive effect of tax incentive on innovation performance is better than that of financial subsidy.Financial subsidy has not yet exerted a good incentive effect within integrated circuit enterprises,a good interactive mechanism has not yet formed between financial subsidy and innovation performance in the research and development stage and the achievement transformation stage.Based on the above research conclusions,the government should continue to strengthen financial support for the integrated circuit industry,and increase the deployment and arrangement of fiscal policy tools for the integrated circuit industry.For the microinnovation main body of integrated circuit enterprises,a financial support system should be formed with preferential tax policy tool as the mainstay and financial subsidy policy tool as a supplement.And the Integrated circuit industry policy support should fully consider the characteristics of different policy tools and different innovation stages,so as to improve the targeting and accuracy of the use of policy tools.What’s more,in the process of implementing the integrated circuit industry policy,a policy supervision mechanism should be established to continuously track and evaluate the implementation of the policies,so as to avoid the “off-track” of policy support within the main body of innovation.
