In recent years,the frequent occurrence of all kinds of unconventional emergencies has caused huge losses to people's lives and property.In particular,with the COVID-19 outbreak,countries have higher requirements for emergency management capabilities.Among them,the dispatch of emergency supplies is an important link to effectively deal with emergencies.After the outbreak of the epidemic,President Xi encouraged the use of new technologies such as big data and cloud computing to provide support for epidemic prevention and control and material dispatch.This paper considers the problem of emergency material scheduling from the point of view of system.Based on the big data environment,it provides a reference for the practical operation of emergency material scheduling in theory.Firstly,this paper uses Cite Space tool to conduct visual analysis on the co-occurrence and clustering of keywords in the scientific research literature of CNKI in recent 15 years.To systematically and quantitatively discuss the evolution of the field of emergency material dispatching.It is found that big data has good application value in emergency material scheduling,which lays a foundation for further research.Secondly,big data mining and multi-dimensional analysis are used to analyze and summarize the characteristics of emergency material scheduling in the big data environment.On the basis of the identification and analysis of the emergency materials scheduling process,the whole process of emergency materials scheduling is grasped,and the needs of each subject in the scheduling system are fully excavated.The functional model of emergency materials dispatching system is designed from four aspects: demand prediction of emergency materials,selection of dispatching routes,directional distribution of emergency materials,capability performance and satisfaction evaluation.Finally,under reasonable assumptions,a multi-objective emergency material scheduling model based on timeliness and fairness is constructed,considering the perception of time of people in disaster areas and the fairness of material scheduling.To complete the dispatch of emergency supplies through a reasonable plan to ensure the maximum effectiveness of emergency supplies.Then,based on genetic algorithm,a model solving program based on Hadoop platform was designed.A case was selected to verify the model,and compared with the solving process of traditional genetic algorithm,so as to provide research ideas and methods for solving the problem of emergency material scheduling in China.
