In recent years,all kinds of natural disasters and man-made disasters occur frequently all over the world,which have brought great threats to people's lives.Therefore,emergency management under emergencies has received more and more attention.Natural disasters occur frequently in China.In order to reduce the losses caused by disasters,we have actively built a disaster relief material reserve system with a wider range to reserve important and common emergency materials.Under the requirements of emergency relief,controlling the inventory and location distribution of all kinds of materials is the basic guarantee to effectively deal with disasters.At the same time,a series of complex issues such as emergency material scheduling,distribution and transportation after the disaster also affect the final results of emergency response.Therefore,based on the above background,this thesis studies the problems in the two stages of pre-disaster material storage and post-disaster emergency material scheduling in emergency management.The main contents are as follows:(1)A multi-objective decision-making model of emergency materials inventory is established to maximize the demand satisfaction rate and minimize the storage cost,which obtains the distribution of various materials in different levels of warehouse.In order to reduce the influence of demand uncertainty on inventory setting,triangular fuzzy number is used to measure the deviation degree between actual inventory and potential demand,and NSGA-II algorithm is designed to solve the problem.An improved probability perturbation strategy is added to avoid the algorithm from falling into local optimal solution.The feasibility of the model is further verified by the analysis of an example.(2)A multi-objective emergency material scheduling model with the shortest transportation time,the minimum unsatisfied rate of demand and the maximum road reliability is established.Entropy method is used to analyze and quantify the difference of demand emergency degree of each disaster area,so as to improve the fairness of material distribution,Then,according to the different road capacity,the concept of road traffic reliability is introduced to provide a basis for the smooth implementation of the later material distribution plan.Combined with the improved ant colony optimization and NSGA-II algorithm,a two-stage solution algorithm suitable for the proposed scheduling model is designed,and a conflict individual correction strategy is proposed to improve the solution quality.The comprehensive performance of the proposed algorithm is further verified through the comparative analysis of the algorithms.The results of example analysis show that the material scheduling scheme with short time consuming and strong implementation can be obtained effectively.(3)On the basis of the above research,the optimization model proposed in this paper is applied to the information management system.The unified management system of emergency supplies is designed and implemented.The effectiveness of the model is verified through the demonstration of the application effect,which provides information support for the emergency management.
