Facing the market demand of rapid economic development and industrial structure transformation,my country has proposed the strategic goal of transforming from a“manufacturing country” to an “innovation country”.As a key point in the context of the “new normal economy”,“innovation” has been controversial in the international community.Related note.The realization of this strategic goal requires a large number of technology-driven enterprises to promote.As patents are an important manifestation of the innovation achievements of technology-driven enterprises,it is necessary to evaluate the technical value of patents.With the in-depth development of enterprise cooperative innovation,patents have gradually evolved into cross-integration of multiple technical fields,and are no longer limited to the application of knowledge of a single subject,which greatly increases the technical value of patents.However,the modern patent portfolio theory spawned by the phenomenon of “patent paradox” in the United States in the twentieth century suggests that companies should adopt the technical correlation between each patent data and construct a certain number of patents with a broader scope of protection and management.A collection of patents with an increasingly complete system.The implementation of patent portfolio strategies by enterprises from the technical level can greatly increase the technical value of patent portfolios and protect intellectual property rights.Based on the above research background,this article starts from the perspective of social networks,selects all the patent data of communication companies in the 5G technology pre-research stage as the sample to construct the internal knowledge network of the company,and comprehensively analyzes the patent attributes,company scale,technology scope,etc.The patent portfolio strategy implemented by the company,after dividing the patent portfolio mainly on the basis of technical fields,analyzes the internal knowledge network attributes of the patent portfolio and the patent portfolio nodes from the perspective of the knowledge network,and calculates the network scale and network density of the internal knowledge network indicators of the patent portfolio,Clustering coefficient,network average shortest path,cohesion index,patent portfolio node knowledge network index centrality,structural hole restriction index,etc.After constructing a patent portfolio technology value evaluation system based on network indicators,the AHP-fuzzy comprehensive evaluation model is used to evaluate patent portfolio technology The value evaluation system starts the evaluation and obtains the actual technical value of the patent portfolio.This article selects Huawei Technologies Co.,Ltd.'s patent data during the 5G technology pre-research stage from2013.12.5 to 2019.6.6 to conduct application research on the above evaluation methods,and obtain the technical value of Huawei's patent portfolio.The research results show that the implementation of patent portfolio strategies by companies greatly increases the technical complexity of patents,can strengthen the communication and integration between different technologies,protect the integrity and innovation of patent data,and enable companies to conduct patent layout and intellectual property management.Effective method.The method proposed in this paper to construct a patent portfolio technology value evaluation system based on network indicators can more accurately evaluate the overall value of patent portfolios from a technical level,and provide theoretical references for companies and evaluation agencies to evaluate patent portfolios in the future.
