Research On The Risk Of Public Information Service Project Based On The Cooperation Between Government And Social Capital

Nowadays,the rapid advancement of information technology reveals that the government's social governance logic is experiencing a further reform.In the information age,the public demand for information is growing rapidly driven by both subjective needs and objective conditions.It is not only an opportunity but also a challenge for the government agencies that master the main social information resources.In order to meet the information needs of the public,using a variety of ways and means to provide the public information services that can match their needs is the inevitable requirement of modern government operation.Public information service is one of the important contents of the cooperation between the government and social capital in the field of public services.However,the applicability of this social governance mode originated from developed countries,which is still lacking of strong argument in China,and there is no adaptation logic,so there are risks and hidden dangers of acclimatization.What's more,the difference between the nature of government and social capital determines that the cooperation between government and social capital is a double-edged sword.Therefore,it has always been one of the research hotspots in this field to explore the mechanism of its risk generation and preventive countermeasures.Firstly,this paper defines the concept of public information service and the cooperation between government and social capital,and summarizes the target literature and policy documents around the core concept of this paper.Then,according to the summarized theoretical basis,the collated policy background,and the domestic and foreign practice overview,an analysis framework with the expert survey method as the core is designed,and actual cases are used to assist in the demonstration.Finally,the main risk factors in the public information service of the government and social capital cooperation are drawn,and then a targeted risk prevention system is proposed.The risk prevention system is the most important conclusion of this study,and it is the final conclusion drawn in conjunction with specific risk factor prevention measures.For the convenience of reading,the abbreviation "government and social capital cooperation" is used below to replace "government and social capital cooperation".
