Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Accelerating the Construction of a Modem Public Culture Service System was printed and issued in January, 2015,thereby demonstrating that the construction of a modem public culture service system has become the important content of China’s cultural system reform and the important target of cultural building. As an important component of public culture service, the library plays a vital role in sharing knowledge, disseminating information and inheriting culture. However, China is in the period of social transition, the government functions transform from management to service, and the traditional management ideas and goals and methods have restricted the practical functions of libraries to come into play in the construction of the public cultural service system at present. In addition, the great differences in the China’s urban and rural public cultural service levels have existed currently. The constructions of the rural cultural service centers and the city community libraries have just got off the ground. In order to fulfill the goals that we will have completed the modem public cultural service system of covering the urban and rural areas basically, characteristic of convenience and efficiency and promoting fairness by the year of 2020, we still have a long way to go. Against the backdrop of situation, that management model of our country’s libraries entails creativity and research will become far too indispensable and urgent and possess the significant practical value. We hereby learn from the advanced management ideas and adjust the management model of the libraries in an optimal manner, which has no doubt practical value in research and universal value in practice.This paper deals with having conducted a long-term tracking and in-depth understanding about three libraries in Anhui province that has implemented the overall service outsourcing and giving a detailed introduction of the overall service outsourcing of libraries in Anhui province. Simultaneously? in this paper, the relevant theories work as a support in a tentative mode. According to the survey data and summary analysis, some commonly-seen problems has been concluded in the course of the overall service outsourcing of libraries and corresponding problem-solving strategies has been put forward, and this paper is expected to offer some relevant beneficial reference and experience. This paper in content mainly includes six parts, which are grounded on the condition that theories are based on practice aimed at attaining objective evidence of conclusions.Part one: Introduction of reasons for choosing the topic, service outsourcing serves as a new type of management mode of libraries in playing a paramount part in enhancing the work efficiency of the libraries, promoting the shift of work focus of libraries and bettering the service quality. On the basis of consulting a large number of data 9 the relevant researches at home and abroad has been analyzed and summarized by means of literature research method, the research method and train of thought have been clarified and the research idea and innovations have been introduced in this paper,expound the practice of global outsourcing in domestic and foreign libraries.Part two: Introduction of relevant background of the service outsourcing,through the introduction of service outsourcing, service outsourcing and further define the connotation, classification, development of service outsourcing? the reasons in the field of library management from the funds* personnel, influence and core competitiveness.Part three; Introduces the present situation of the service outsourcing in Anhui Province Library. Firstly, introduces the feasibility of the service outsourcing in Anhui Province Library, at present, there are three unit Overall service outsourcing in Anhui Province, they are Jinghu community’s library of Wuhu municipal affiliated to community’s libraries、Binhu newly-built zone library of Hefei municipal and HefeiInfant Normal College Library. Through field visits and material collection,introduces and analyzes in detail the overall service outsourcing of the three libraries.Part four: To sum up the experience and problems, according to the analysis of the status quo of overall service outsourcing of the library of Anhui Province in the third part, summed up the successful experience, can be used for reference in the relevant needs of library. The global service outsourcing of library is a new thing,some problems appeared in the process of development are inevitable? make a summary of these issues. It is important to summarize the operating results and related issues to ensure harmonious cooperation between the service provider and buyers to finally improve the library comprehensive service ability to be better.Part five: In order to solve the above problems, give the strategy of global service outsourcing of Library, the strategic thinking of ideas is relatively immature, only by constantly exploring the reform, further research,can leam more advanced concepts.Part six: Conclusion, on the basis of objective analysis, this article has a clear understanding of the new management mode, put forward to suit one’s measures to local conditions to consider the reform of library management mode.This paper has many deficiencies Logical organization, empirical research and text representation, I feel deeply guilty.
