As my country’s national management enters the era of "governance",the construction of my country’s governance capability system and the modernization of governance capabilities continue to advance.The concept of "governance" is constantly replacing "management",and is widely and deeply penetrated into all walks of life and the development of archives The concept of "governance" also needs to be introduced.Archives governance capability is a direct factor that affects the effectiveness and efficiency of archives governance.The evaluation of archives governance capability can not only understand the status and level of archives governance,but also point out the direction for improving archives governance capabilities and the level of archives governance.As the ideal state of governance activities,good governance can provide value standards and activity guidelines for governance activities.Therefore,the evaluation of archive governance capabilities based on the perspective of good governance helps to point out the development direction for archive governance.In-depth analysis of the connotation of archives governance capabilities,extracts index elements of archives governance capabilities,constructs a scientific and reasonable evaluation system for archives governance capabilities,and carries out corresponding empirical research,which will help guide archives governance toward "good governance",and is useful for guiding national archives The construction of governance system and the improvement of archive governance capabilities have important practical guiding significance.The author reads and sorts out relevant documents on governance theories,archives governance theories,good governance theories and governance capability evaluations at home and abroad,combines good governance with archives governance theories,regards good governance as the ideal goal of archives governance,and analyzes archives governance on this basis The connotation and elements of competence.The author adopts the research methods of literature survey method,Delphi method and analytic hierarchy process respectively to construct an evaluation index system based on good governance of my country’s archives governance ability,and determines the index weights.On this basis,carry out empirical research on the status quo of my country’s archives governance ability.,And then put forward a realistic way to improve our country’s archive management capabilities.The specific steps are:(1)By reading a large number of Chinese and English literatures,sorting out and summarizing governance theory,archive governance theory and good governance theory,and clarified the main research object of this article,that is,my country’s archive governance capabilities.(2)Comprehensively analyze the dimensions of good governance and the evaluation indicators of governance capabilities in the existing research results,and initially construct a well-structured evaluation index system based on good governance of my country’s archive governance capabilities.(3)According to the process of the analytic hierarchy process.Collecting opinions by issuing questionnaires to 10 experts in archive governance theory,and then calculating the index weights in the index system.(4)Using the method of questionnaire survey,conduct a nationwide survey on the status quo of my country’s archive governance capabilities through the questionnaire star,and make statistics and analysis of the results of the questionnaire.(5)Based on the results of the questionnaire,combined with the connotation and dimensions of good governance,a realistic path to improve the current situation of my country’s archive governance capabilities is put forward in a targeted manner.Finally,this paper constructs three secondary indicators,including the governance capacity of the archives administration department,the organizational structure and public governance capacity,and the collaborative participation of various subjects,and there are twelve three-level indicators under it.Among them,there are six three-level indicators under the governance capacity of the archives administrative department,which are the overall organization capacity,the system construction capacity,the comprehensive guarantee capacity,the problem response capacity,the sustainable development capacity,the governance evaluation capacity,and the organization structure and public governance capacity under four levels.The three three-level indicators are process innovation ability,system learning ability,system implementation ability,and coordination and participation ability;there are two three-level indicators under the collaborative participation of each subject,namely: governance participation and governance transparency.Based on the results of the empirical research,it is proposed to establish the concept of archives governance,promote the innovation of governance methods and technologies;increase the publicity of archives governance,improve the social recognition and participation of archives governance;build a communication platform for archives governance to promote information disclosure And feedback.Finally,the author puts forward the research limitations of the Delphi method and the sample size of the questionnaire survey,and the applicability of the practical path to improve my country’s archive governance capabilities,and puts forward the prospect of testing and improving the research results in practice.With the expectation to improve our country’s archive governance capability and level,it will be helpful to realize the modernization of archive governance capability and good archive governance.
