Investigation And Research On The Status Of Local Culture By Public Libraries In The Yangtze River Delta

In the report of the 19 th National Congress,General Secretary Xi Jinping clearly stated that cultural prosperity and culture confidence are essential to the great rejuvenation of the Chinese ethnic group.Therefore,on the one hand,all fields should strengthen the theoretical research on culture,on the other hand,they should pay attention to the inheritance and innovation of culture in practice.In 2018,the "Public Library Law of the People's Republic of China" came into effect,which is the first special library law in China.The third rule of the law pointed out that “Public libraries are necessary to social public cultural service system,and it should take an important task to promote,guide,and serve reading for all people.Public libraries should keep going and adhere to excellent socialist advanced culture,stick to people-centered,remain committed to the guidance of socialist core values,inherit and carry forward Chinese excellent culture,inherit revolutionary culture,and take great effort to make advanced socialist culture progress”.The 24 th rule of the law further detailed that according to planning of the library and requirement of reader,Public libraries should collect document and literature information in large scope;Government-established library also should gather local literature and material systematically,besides it should take measures to protect and inherit local culture”.Therefore,on the one hand,The library needs to organize and preserve documents;on the other hand,it also needs to provide public cultural education and launch public cultural activities.This research takes Yangtze River Delta's provincial libraries as example,and the theoretical guidance of this article includes that the connotation of cultural heritage,principles and ways of inheriting local culture in libraries and so on.By the Internet and literature,we try to understand the current situation of the propagation and learning of local culture in the provincial public libraries in the Yangtze River Delta,which including the survey and analysis of the current situation of the existing local culture in the Yangtze River Delta region and ways of the local culture inherited by the library.Sort out and analyze the progress and currently existing obstacles of the seven public libraries in the process of inheriting local culture.In connection with relevant policies,the advantages and disadvantages of the library itself,and the experience and inspiration of public libraries,finally make suggestions about how to spread and learn and promote of local culture by provincial public libraries in the Yangtze River Delta.This research launches related research from five main aspects:The first part is the preface.This part explains the main thrust of this research,which including the research background and foundation,the theoretical and practical significance of the research,the current research status of the local culture inherited by public libraries at home and abroad,the research content and methods of this article,and finally the innovation of this thesis in the research process.The second part is to study the relevant theoretical basis of the local culture inherited by the library.It introduces the formation and classification of local culture,the connotation,principles,methods,foundation and conditions of the library inheriting local culture.The third part is to understand the present situation of the local cultural inheritance of provincial public libraries in Anhui,Jiangsu,Shanghai and Zhejiang.Taking 7 provincial public libraries in the Yangtze River Delta as survey objects.The main content of this part including the cultural status of each province,the situation of library resource construction,the form and content of inheriting local culture.Then illustrate the achievements of these libraries in inheriting local culture.The fourth part is to sort out and discuss the problems in the course of inheriting local culture in the provincial public libraries in the Yangtze River Delta.Through analysis,it is found that the problems include the limited quality and ability of library staff,and the related services provided by the library is small,the local cultural content of output and exchange is not comprehensive,such as cultural heritage and restrictions on access to related documents and databases.The fifth part is to put forward suggestions on the inheritance of local culture by provincial public libraries in the Yangtze River Delta.For example,the library should build a complete talent team based on the library goals,and strengthen the training and learning of librarians;At the same time,expand the scope of services and establish a document grading protection mechanism according to standards such as document value and rarity.Also,it should excavate local culture and provide information and knowledge services.At the same time,as a provincial library,it should plan the inheritance of local culture.
