Study Of Policy Support For The Development Of Electronic Information Industry In Chengdu

Since the 1990s,with the breakthrough and development of information science,the development of the electronic information industry has entered a period of acceleration,among which sub-sectors such as communications,computer manufacturing and software have developed particularly rapidly.Most cities at home and abroad have taken the development of electronic information technology as an important opportunity to promote the process of urbanization.As a strategic and functional deployment area for the information industry,Chengdu is determined by the state.The municipal government attaches great importance to and promotes the information industry,especially the software industry,as the leading strategic pillar industry of Chengdu.The Chengdu Municipal Government has issued a series of support policies to promote the local electronic information industry.Based on the difference in the phased support bias of the industrial policy,it is divided into four main stages.They are the industrial spatial layout stage,industrial cluster planning stage,key industry cultivation stage and industrial system construction stage.However,although Chengdu has laid the political foundation for the development of electronic information industry,with the different stages of industrial development,the demand for policy support will also change,requiring the policy support system to adjust and update adaptively.This article is mainly guided by the theory of industrial clusters and policy coordination theory,and the selection path of Chengdu electronic information industry policy in different stages of industrial development is sorted out,and the evolution characteristics of electronic information industry policy are summarized.Based on the analysis framework of "Policy Subject-Policy Objectives-Policy Tools" in the thesis,the content analysis of Chengdu's electronic information industry policy text is carried out,and Chengdu's electronic information industry policy is summarized from five levels of subject,objectives,tools,evaluation and supporting facilities System support problems and cause analysis,and finally put forward practical and feasible policy system optimization suggestions based on the problem.The research of the thesis believes that the long-term stable development of Chengdu's electronic information industry is inseparable from the continuous optimization and improvement of the industrial policy system.Industrial policies must provide targeted support measures based on the phased needs of industrial development.Chengdu's electronic information industry policy should prioritize improvements in five aspects: policy subject coordination,policy objective implementation,policy tool conversion,policy evaluation norms,and supporting policy coordination.The results of this paper are significant of adjusting to the development of Chengdu's electronic information industry.Certain reference significance.
