With the advent of the digital age and the in-depth development of the fourth paradigm of scientific research,there are more and more demands for scientific research data management.The role of the librarian is also undergoing transformation and development.Data librarians are emerging in many universities in China.This position is not only caused by user demand,but also the internal requirement of the transformation and development of the library.Therefore,it is particularly urgent to carry out the research on data librarians' posts,among which the analysis of data librarians' competency is an important part of the library career research in the new era.Clarifying the competency requirements of data librarians and selecting and developing excellent data management talents are helpful to promote and improve the data management services of libraries.The core of this paper is the competency of data librarians in university libraries.Based on the research results of data librarian at home and abroad,this paper defines the concept of data librarian.By using the method of grounded theory to extract the initial concept,category and main category of competency feature layer by layer,the theoretical model of competency feature of data librarians in university libraries is formed.This paper uses expert survey method to check competency factors,distinguishes discriminative competency and benchmark competency,and constructs an initial competency model for data librarians in university libraries.On the basis of the initial model,a competency evaluation scale for data librarians in university libraries is developed,and the competency evaluation scale is used to verify the reasonable structure and effectiveness of the competency evaluation model.The model includes three first-level dimensions of professional knowledge,working ability and personality traits,six second-level dimensions of basic theory,technical knowledge,comprehensive skills,professional skills,awareness and attitude,and 29 three-level competency factors.Using Delphi method combined with analytic hierarchy process(AHP)to determine the factors of competence characteristics weight.Guided by the construction method of psychological measurement medium and constant model,this paper establishes the evaluation norm of data librarians' competency level in university library.It is found that the overall competence of data librarians is in the middle level,the professional skills are relatively weak,and the comprehensive level needs to be improved.On the basis of theoretical and empirical analysis,this paper proposes countermeasures to improve the competency level of data librarians from four aspects: university libraries,data librarians,information education and industry organizations.Vigorously developing data librarians and gradually improving their competence level will effectively promote the development of data management and service in university libraries,and promote the transformation and development of university libraries to actively adapt to the research needs of teachers and students.The innovation of this study is as follows.In this paper,the data librarian,a new position,is selected as the research object,and the competency factors of data librarians are extracted from multiple ways,and the competency model of data librarians in university libraries is constructed.Based on the competency dictionary and psychometric method,this paper develops a competency evaluation scale for data librarians in university libraries.
