This research focuses on the evaluation of media literacy.Based on a comprehensive analysis of domestic and foreign documents,the connotation of citizen media literacy is analyzed and defined.The content analysis method and conceptual mapping method are used to analyze the core dimensions of citizen media literacy.And extract the index system of citizen media literacy assessment from relevant research at home and abroad;use the method of structure mapping and meta-analysis to construct the citizen media literacy assessment framework.The study confirms that the research paradigm of media literacy in its corresponding period is influenced by the mainstream discourse system of communication,as well as closely related to the progress and development of media technology.Although the definition of media literacy at home and abroad is highly recognized in terms of“media empowerment,participation in culture,and civil society",the concepts and connotations of media literacy have not yet been unified,resulting a lack of consensus foundation in both theoretical modeling and empirical exploration.On the other hand,in terms of media literacy evaluation,there are striking problems such as imbalanced research objects,single topics,blurred boundaries,overloaded content,and weak adaptability.So,this paper integrates media ecology theory,lifelong learning theory and meta-literacy theory,analyzes the conceptual changes and connotation direction of“citizens,media culture,and literacy",and derives the characteristic keywords of civic media literacy.The study believes that the transformation of "individuals" from“crowds" to“citizens" is not only because the media empowers citizens to actively use and participate actively,but also requires them to assume the responsibilities and obligations of the corresponding social roles in their process of using media technology,and be able to responsibly and actively participate in social life;media literacy aims to enable individuals to have knowing of positivity,criticality,execution and creativity in the process of using media technology,as well as to get rid of media control,and maintain doubt and criticism.On the basis of analyzing the connotation of citizen media literacy,this paper disassembles,analyzes and compares the indicators of relevant theoretical models at home and abroad,and uses the consensus of“seeking common ground while reserving differences" in the media literacy research field,to find the "least common divisor" of different frameworks,and extract the original media literacy assessment framework and indicator system,which consists of 5 primary dimensions and 27 secondary indicators,condenses the consensus of domestic and foreign scholars on the definition of a single indicator,and also reflects the differences in the construction of media literacy evaluation indicator systems by different scholars.Use the method of meta-analysis to quantitatively merge the effect sizes of various indicators in different studies,then analyze and interpret the calculation results,finally construct the citizen media literacy assessment framework,which consists 3 primary dimensions:decode,employ,aware,and 9 secondary indicators:knowledge,synthesis,analysis,use,participate,creative and innovate,control,development,responsibility,and explain them from two angles of "individual-media" and"individual-media-society".Finally,through the empirical test,adjust and optimize the evaluation framework of citizen media literacy,calculate the effect size and normalized value of each indicator based on the frame dimension and the source basis of the indicator system,and determine the weight of each indicator,so that we can get the final assessment framework and index weights of citizens' media literacy.
