At present,in China,driven by new information technologies such as big data,cloud computing,5G interconnection,artificial intelligence AI,and the Internet of Things,the era of cyber power construction has come.The planned investment amount of the information industry during the "Thirteenth Five-Year Plan" period has reached trillion scale,accounting for about 1/8 of GDP.But at this stage,there is still a general lack of effective knowledge systems and tools in IT information project risk management for project builders in various industries in China.More often,it depends on the experience of the IT project manager or references to other types of management experience to determine how to avoid the risks of the IT project,which greatly affects the IT project to give full play to its construction effectiveness.In order to solve the above problems,the author deeply analyzes the industry characteristics of IT construction projects such as knowledge-intensive,technology-intensive,short cycle,and heavy risk consequences,analyzes and summarizes the current typical IT risk management models,and summarizes their respective advantages and disadvantages,which used for reference and propose to build a comprehensive IT risk management model.Through the identification of risks in three basic dimensions,and the whole process' s risk control measures of risk documents and the stage gate to realize proactive participation in process-oriented IT project risk management.Finally,combined with the large-scale IT construction project of our city's digital city management information system that the author personally participated in,apply the research model theory and measure system to an example,test management value through practice.This thesis is composed of six major parts: the first part,introduction,introduces the background source and research status of this thesis,and exports the purpose and meaning of writing;the second part,IT project management overview and IT risk management,analyzes the characteristics of typical IT projects and analyzes the blind spots of risk management,and puts forward the research questions;the third part,the related theoretical models of IT project risk management,sums up the advantages and disadvantages of the current mainstream IT risk management model,and paves the way for solving problems;the fourth part,comprehensive IT project risk management model research,carries out theoretical research,and proposes theoretical methods to solve the problem;the fifth part,case practice of digital city management IT project risk management,conducts application practice with large real project cases to test the value of theoretical results;the sixth part,summary and prospect,summarizes the practical results and finds solutions to problems.The significance and innovation of this thesis lies in: First,it comprehensively links the three management dimensions of IT project stakeholders,key risk domains and important activities,fully combines the characteristics of IT projects,provides a modeled risk identification model,and makes theoretical innovation;the second is to integrate the comprehensive model with risk documents and IT stage gates and other management methods to provide process-based risk control methods result in making application innovations.Through the practice summary,it will transform the passive IT risk management into the active and controllable standard management,which can provide some guidance for other typical IT project risk management.
