Electromagnetic spectrum is the basic strategic resource to support the development of national economy.Scientific management and use of electromagnetic spectrum resources is the primary responsibility of radio management.With the development of radio technology,the contradiction between the scarce spectrum resources and the extensive uses are increasingly prominent.Radio management business urgently needs to develop in a more efficient,accurate and precise direction.The development of radio management industry also needs to adapt to the requirements of the new era.Radio monitoring is an important part of radio management,and the development of new technologies,such as grid radio monitoring,also brings new development opportunities for radio management.Based on this background,this paper proposes a grid radio monitoring design,and develops a broadband grid radio monitoring system with seamless coverage in the frequency monitoring range of 20MHz-8GHz.The system is able to provide monitoring services for the radio management department.According to the development target,main function and technical index of grid radio monitoring system,the detailed design scheme of each subsystem,such as channel receiving unit and digital processing unit,is proposed,and the functional design scheme of network management and service platform software is introduced.By function tests of the field monitoring node terminal,the platform software,and the multi node positioning based on TDOA,it is verified that all the functional indexes of the system meet the design requirements.Finally,the paper puts forward the suggestions of exploring the applications of artificial intelligence,big data and cloud computing in the field of radio monitoring,as well as the construction of radio spectrum data mining and analysis,electromagnetic situation display and prediction,information sharing and other platforms,which provides the development ideas for the realization of scientific and intelligent management and control of radio spectrum resources.
