A Study On The Opening And Utilization Of Government Archives In Shahekou District Of Dalian

With China put the archives into the "13th five-year plan",the public attention to the archives to further deepen the level.On the other hand,with the increasingly rich people's economic life,increasing awareness of rights protection,and the government's vigorous call for the construction of a "sunshine government",the public demand for government archives is also growing.National comprehensive archives at all levels as the government archives management and open use of the main sector,in the government file information query and government affairs play an increasingly important role.Dalian City Shahekou District Archives as a county-level national comprehensive archives,the producer of the file is the grassroots functional department,so the file content and the masses of economic life,regional social development has a direct link.Compared with the provincial and municipal comprehensive archives,the contents of the collection with the implementation of more policy files,the larger proportion of the livelihood of the file characteristics,file use value is higher.On the other hand,the social impact of the county-level national archives is far less than the provincial and municipal levels.Studying the opening and utilization of the government file in Shahekou District of Dalian City can not only understand the current situation of the opening of county-level government archives,but also in the government archives open and the use of contradictions become increasingly prominent background,for the sound and improve the Shahekou District government archives open use mechanism to provide policy ideas.This article from the archives open and the use of two aspects,through interviews,questionnaires and field research methods,makes an in-depth study on the status quo of the archives work of the Shahekou District Government,and summarizes the root causes of the failure of the government archives to realize its value maximization.In view of the problems found,combined with the actual situation of Shahekou District and other regional government archives open use of advanced experience,it is suggested that the present situation of the opening and utilization of the government archives of Shahekou District should be further improved from the following three aspects: perfecting the relevant rules and regulations of government archives,improving the executive force of archives work in various departments of government,improving the efficiency of social service of government archives.
