Research On The Path Of Rural Archives Construction From The Perspective Of Governance Modernization

It has become an important national strategy to modernize the country’s governance system and capacity.As an important part of national undertakings,archives work has become an important work in the development of archives undertakings during the period of the 14 th Five-Year Plan to promote the modernization of archives governance system and capacity.Rural archives are important information resources to record the practice process of rural reform,promote the construction of rural archives,to promote the construction of archival resources system,help rural revitalization,and promote the optimization of archival governance system is of great significance.Therefore,with the national governance modernization as the background,this article constructs the rural archive governance framework and multi-dimensional comprehensive discussion of rural archive construction way study from the perspective of governance modernization,provides theoretical reference for the rural archive construction work,help the implementation of the strategy of rural revitalization in our country.First,based on the theory of governance and archives governance,this paper constructs the framework of rural archives governance.The governance framework constructed in this paper is mainly divided into three dimensions,that is,the first-level dimension composed of the rural archives governance system and governance ability.With "ecological layer","resource layer","construction layer" and "application layer" as the secondary dimensions,and with the concept of rural archives governance,environment,target,object,subject,mode,ability and efficiency as the basic framework of the tertiary dimension,this paper provides a theoretical basis for studying the path of rural archives construction from the perspective of governance modernization.Secondly,this paper adopts field investigation and network investigation to investigate and study the current situation of rural archives governance in Jilin Province,and provides practical proof for path design through investigation and analysis.Finally,starting from the four levels of "ecological layer","resource layer","construction layer" and "application layer",taking eight basic elements as the path research direction,the corresponding path design is proposed.Specifically,it includes strengthening the governance concept,improving the governance environment,clarifying the governance objectives,enriching the governance object,diversifying the governance subject,optimizing the governance mode,strengthening the governance capacity and improving the governance efficiency.Taking the modernization of governance as the starting point and the rural archives construction as the object of study,this paper studies the modernization of rural archives governance and aims to put forward a rural archives construction path from the perspective of modernization of governance adapting to the development of rural areas,and offer some suggestions for the transformation and development of Chinese rural area archives cause.
