The Study On Function Optimization Of Rural Library Based On Farmers' Demand

"Central no.1 document" proposed in 2020 clearly states that every effort should be based on the optimizing and improving rural public cultural services,and expanding the coverage of multicultural projects which benefit to people,therefore more farmers can access to public cultural services.In order to realize the equalization of urban and rural public services,the government has implemented the rural library project for the benefit of people.Rural library is carrying the mission of spreading information,knowledge,and serving farmer readers,which plays an active role in improving farmers' comprehensive civilization quality and driving the development of rural economy.Under the background of rural revitalization implementation strategy,attaching importance to the development of rural library is not only conducive to inheriting rural culture confidence,but also promoting the implementation of the Personnel Training Project for rural culture,which is an important support of rural cultural revitalization.After nearly 13 years of construction,the rural library has realized the full coverage of administrative villages.Even though the construction of the rural library has made brilliant achievements,the problems such as low utilization rate of the library and slow updating of book resources are gradually exposed.The rural library cannot give full play to its due functions,and the extensive rural library cannot meet the needs of farmers and adapt to the development requirements of the society.How to realize the function optimization of rural library in a better way is an important task for rural public cultural construction.This paper takes Neiqiu County as the object of investigation,analyzes the rural library has four functions:knowledge dissemination,education and training,information service,and cultural inheritance through the literature research method.The paper uses questionnaire survey and interview method to understand farmers' needs for rural library on the basis of field survey of some rural library,summarizes the current situation of rural library function in Neiqiu County,and points out that the main problems of rural library function include knowledge dissemination function needing to be improved,insufficient education and training function,insufficient supply of information service function,and cultural inheritance function needing to be developed.And the root cause analysis of the problem is carried out.Finally,combining the actual needs of farmers for the rural library,measures for optimizing the functions of the rural library are proposed:optimizing the functional level of knowledge dissemination:establishing a resource allocation system oriented to farmers' needs,highlighting farmers' subjectivity,enhancing farmers' sense of ownership,and improving the reading environment of the rural library;improving the functional level of education and training:strengthening basic education for left-behind children,organizing diverse cultural activities,and expanding the scope of education and training in terms of "online+offline" training methods;enhancing information service functions:broadening operation funding sources,increasing the amount of digital information reserves,and pay attention to cultivating information service talents;developing cultural heritage functions:improving relevant cultural policies,innovative ways of inheriting culture,and joining the public library branch system.
