Countermeasure Research Of Improving The Effectiveness Of China’s Economic Development Plan By Using Big Data Technology

For a long time,in the light of the past planned economy practical results,the academic has a one-sided questioning attitude to the theoretical feasibility of the planned economies,misunderstands the theoretical connotation of planned economy and the effectiveness of the economic plan,they argue that the stronger the economic planning,the more bad it is for economic development.The switch of planned economy system which is headed by the Soviet socialist state had made "bankruptcy" part of speech of planned economy,the domestic and foreign scholars’ study of the feasibility of the planned economy stagnated.In fact,people fall into the misunderstanding of the essential connotation of "planned economy" by deducing the economic theory is not feasible from the practice of planned economy.The nature of planned economy is not the command economy that is "rigid" "dogmatic" and running contrary to the rules of economic operation in the multinational practice,but a "flexible adjustment" which can be "corrected" according to the actual "consciously" organization and management of economic and social operation system,and this kind of consciousness and the regulatory need comprehensive,real-time and dynamic monitoring and analysis to the economic data,in the era of big data,big data analysis technology provides the possibility to meet the demand.This paper has summarized the past literature which is including the scholars’understanding of the meaning of planned economy,the summarize of the success or failure of the planned economy’s practice,the frontier development of planned economy theory and the application of big data in government governance,has been clear about the domestic and foreign scholars’ understanding of the concepts of planned economy and the research on the benefit analysis of big data on economic planning.Then the paper points out the original connotation of the planned economy theory and the development direction based on the development of science and technology.Then,through the case analysis of the problems and achievements in implementation of the Soviet Union and China’s in the planned economy,the reasons for the failure of the planned economy in practice are summarized.Again,this paper from the macro,meso and micro three aspects of big data to get the "comprehensive,accurate and dynamic economic data so as to promote effective economic planning in our country has carried on the qualitative analysis,and then on the basis of the impact of total consumption of consumer goods on gross domestic product in Beijing,modeling and analysis of neural network model of big data,demonstrated the effectiveness of big data technology in project forecasting.Finally,the paper proposes some countermeasures to improve the effectiveness of China’s economic development plan by applying big data technology in the macro,meso and micro aspects.This article is different from the current mainstream research which is totally negative to the economic plan,it is concluded from practice that the failure of the planned economy is due to insufficient information of supply and demand during the planning process,leading to "diversity","long tail" of demand has been ignored for a long time,and the imperfect planning process and the planning of a serious "officer consciousness" make it impossible to make dynamic adjustment in the implementation process.From the quantitative change of technological progress will produce system progress qualitative perspective,the current big data analysis technology has the advantages of providing comprehensive,timely,dynamic,accurate and adjustable market information,according to this from three aspects:macro,meso and micro analysis of big data technology to improve the effectiveness of China’s economic planning.
