In recent years, following the continuing boost of information construction in theQinhuangdao Economic and Technological Development Zone, especially with theincreasingly large construction of E-government system, the development zoneAuthorities have realized the construction of the internal network. Through which thedevelopment zone has made the interaction among the authorities possible. And it haschanged the obsolete MIS idea of basing everything on business data and the old OAconcept. We apply the advanced technology and the innovation idea to improve thegovernment informatization level.In the paper, the system is based on the Lotus Domino mailing system developed byIBM. At first, the meaning and the trend of the development at home and abroad ofelectronic document exchange system are introduced. And the software and hardwaretheoretical basis and the relevant technology and application are illustrated.Then we carry out a detailed system structure design of the electronic documentexchange system, which makes the electronic transmission and management of thedocument exchange among various government departments possible. The functionalrequirements of the system are put forward. Based on the development of Lotus, we haveintroduced the document transmission, OA data interface, system management, networkwizard, log management etc. The formal definition and the pattern description of themodel are given. The implementation procedure of the electronic document exchangesystem is illustrated.Finally, the Qinhuangdao Economic and Technological Development Zone is takenas the object of the research and the system is accomplished accordingly. The result isquite rewarding. We have certified the practicability and rationality of the electronicdocument exchange system, reckoning it plays an active role in the promotion of thecomprehensive construction of E-government.
