Research On The Adjustment Of Tuition Fees In Public Colleges And Universities Under The Background Of High-quality Development Of Higher Education

In 2019,China's gross enrollment rate of higher education reached 51.6 percent,officially entering the popularization stage,and the total size of higher education enrollment reached 40.2 million,ranking first in the world in higher education.However,there exists the problem of "big but not strong" in China's higher education,and the overall quality of higher education lags far behind that of European and American countries.In the face of the new international competition situation and the arrival of the new scientific and technological revolution,it is an inevitable choice to promote the high-quality development of higher education so as to improve the national innovation ability.In order to realize the high-quality development of higher education,it is necessary to change the state of long-term solidification of the current tuition level of public colleges and universities,and improve the level of educational investment by establishing the dynamic adjustment mechanism of tuition.This paper firstly combed the tuition policy of public colleges and universities in China,and found that the development of higher education is the driving force to promote the constant reform of the tuition policy,and the high-quality development of higher education puts forward new reform requirements for the tuition policy,so it is imperative to establish the dynamic adjustment mechanism of tuition.On this basis,this paper demonstrates the rationality,necessity and feasibility of dynamic adjustment of public universities under the background of high-quality development of higher education from the theoretical level and the practical level respectively.From the theoretical perspective,the cost increase brought by the high-quality development of higher education is the internal driving force of tuition adjustment,and the increase of personal income of higher education is the external driving force of tuition adjustment.The dynamic adjustment of tuition in public colleges and universities accords with the market logic as well as the government policy objectives of efficiency and fairness.From the perspective of reality,through the international comparison of the quality,investment and tuition level of higher education,it is found that the solidified state of tuition and relatively low tuition standard are not enough to guarantee the high-quality development of higher education in China.The result of questionnaire survey on college students shows that receiving higher education is a rigid demand in China,and the current tuition level of public colleges and universities has room for dynamic adjustment with the change of residents' income.This article refer to the international experience of higher education tuition adjustment further public university tuition adjustment model is constructed,and using principal component analysis(pca),using the public colleges and universities for almost 33 years of experience in tuition adjustment data and reference for our country since 2013,the provincial public adjustment scheme of tuition fee in university to solve the model parameters,finally puts forward the mode includes tuition adjustment,the adjustment period,management organization and steps of elements such as tuition adjustment instructional program,combined with the adjustment scheme proposed tuition at public colleges and universities for dynamic adjustment,to further improve and increase the student financial assistance work,strengthen government higher education investment,And further improve the use of funds and operational efficiency of colleges and universities.
