Since 1997,our country has entered the stage of overall charge for higher education.Since then,the tuition fees of colleges and universities have been in a state of rapid growth.In the beginning of the 21 st century,the standard of tuition fees in colleges and universities in China has been at a higher level.At that time,the economic affordability of the average family was not in line with the economic affordability of the society.After the introduction of national policies,the tuition level of colleges and universities in China remained stable for a long period of time,but since 2013,with the expiration of the five-year "limit and increase order",various provinces and cities have begun to adjust the tuition fees standards of ordinary colleges and universities one after another.A new round of "the tide of price increases" has officially arrived.Admittedly,the increase in tuition fees in colleges and universities across the country is due to the success of recent years This rapid increase is inevitable,but the magnitude of the increase in tuition fees and the differences in tuition fees in different regions,schools and professions have been widely questioned by the public.More and more people pay more and more attention to the rationality of the new round of college tuition adjustment.However,the vast majority of scholars in the current research on this issue will establish the research object as all the universities and colleges in the whole country,and there are few localization principles based on tuition fees to take a specific province as an example;The research mainly focuses on the accounting of the average education cost and the pricing model and mechanism of tuition fees.There is little overall demonstration of the rationality of the tuition fee adjustment and the setting of the tuition fee adjustment.The comprehensive study of pricing model;the research method is also relatively single,more use of a single mathematical model or literature research method,less use of innovative methods.For the first time,taking Zhejiang public colleges and universities as the research object,the author innovatively combines the indexation mathematical research method with the tuition fees of colleges and universities.This paper constructs the three-dimensional analysis framework of the tuition fee adjustment index in Zhejiang Province to prove the rationality of the current tuition fee adjustment,and forms a multivariate regression quantitative model through the quantitativeanalysis of a variety of effective factors affecting the tuition fee adjustment.According to the actual situation of Zhejiang Province,this paper designs a pricing model for the adjustment of tuition fees in general public colleges and universities.The study finds that the adjustment of tuition fees in public colleges and universities in Zhejiang Province since 2015 is generally reasonable,but in the adjustment mechanism of tuition fees,different economic costs are negative.The proportion of the residents with the ability to share the tuition fees,the tuition fees of different levels of higher education and the differences of tuition fees among different disciplines and majors need to be further improved.In the future,Zhejiang Province should gradually establish a tuition fee adjustment mechanism based on the average training cost of college students,the adjustment of tuition fees should comprehensively consider the economic affordability of residents in different regions,and the adjustment of tuition fees should reflect the wishes and choices of educational investors.The adjustment of tuition fees should increase the differences between different disciplines and specialties,and the adjustment of tuition fees should not only reflect the differences but also pay attention to the relatively balanced allocation of resources and education resources.
