Along with the elevation of Chinese people's standard of living,more and more attention has been paid to education.The widespread value choice 'we have to support the education no matter how poor we are.' has reflected the importance people attach to education.Because in the 21 century,which is an information age,the labour force with special knowledge or technique can be returned much more than those with sheer physical force,not only higher economically,but also with 'higher social class' and 'better culture'.Early to the earlier 1990s,the data survey of the motivation of our city residents' saving has indicated their preparation for their children's education is their primary motivation.Receiving education,especially the higher quality higher education has become the most important investment and development opportunity in people's life.It has been ten years since China's higher education started to expand in a large scale in1999.The expansion pace and scale is so striking that until the 2008 fall,the higher education enrollment was 5.99 million, with the largest student number in the whole world and the gross enrollment rate was 23%.Such a large-scale education needs substantive investment.Since 1980s,for the financial crises,many countries began to choose the sharing policy with students and their family sharing the higher education cost with governments in order to manoeuvre the private resources to support the higher education's development.China started to implement the full-scale charging higher education policy in 1997.Although the charging policy has boosted the higher education's development,these years,the rising tuition for higher education has become a heavy burden for people,and the high tuition even effects their going-to-school aspiration and choice.The higher education tuition has become a hot topic in our society.Many scholars have analyzed the higher education tuition theoretically from the educational economics angle,however,higher education is not a consumable only effected by the tuition(which equals the common consumable's price),it is also restricted by the social culture,politics,history,family structure,family values,family education level,and so on.Therefore,it is hard for the sheer economic theory analysis to provide answer for the cost-sharing proportion. Consequently,the positive analysis of the sharing proportion between the government and the individual weighs a lot.The thesis planed to analyze our higher education's overall finance,tuition scale, national appropriation scale,family income,GNP,tuition aid,etc.in the way of data analysis and comparison,discussed the higher education investment situation of the government and students.It also analyzed and compared other countries' relative data, borrowed their precious experience,analyzed our higher education tuition situation, and penetrated into the solutions,in order to provide some solutions from the higher education financing way,family income,individual sharing proportion,tuition aid enhancement,etc.
