The policy of cost-recovery in Chinese public university was put into implementation comprehensively since 1997. This educational reform origins from the marketisation in higher education in western countries, which aimed at expanding the supply of materials and satisfying various social demands.At the critical period of economic transformation, cost-recovery theory encountered the shortcoming in the present system. During the market competition, the principle of "investment-benefit" always tries to compete for the rich comsumers, and thus the vulnerable groups have less access to higher education.To guarantee the rights of vulnerable groups, our countries take a series of measures to subsidize poor students. However, the effect is relatively limited.The paper gives an objective analysis on the disadvantage of cost-recovery policy and intends to explore relevant ways to expert it as well.
