For conforming to the trend of publication of Chinese high education, the charging system reform of public colleges and universities was initiated in 1997 directly bringing about college tuition's rapid growth in China. Since then, the yearly increasing high tuition has become the heavy burden of many students and their families, as well as the focus from all walks of society. Therefore, some relative questions had been aroused in need of urgent resolving and studying, such as how to reduce the burden of tuition, what problems existed in Chinese public colleges and universities tuition system and what we can learn from America's successful experience in their tuition system of public colleges and universities.This paper tries to, from a comparative point of view, choose three key parts of the tuition system, which is pricing system, charging system and subsidizing system, as objects to conduct comparative analysis. The author also takes the three key parts as the red line of the whole paper to construct and arrange the structure of this paper in line with the logic of proposing questions, analyzing questions and solving questions. This paper, in the fundamental method of comparative study combining historical study, on the basis of collecting, filtering and analyzing amounts of documents about Chinese and American public colleges and universities tuition system, systematically compare the two countries' tuition systems in order to disclose the basic ways of solving those problems above like.There are four parts besides Introduction about this paper.First, this paper focuses on examining the tuition pricing system of both China and America and discusses them from the following four aspects, which are the basis, the principle, organization and involved factors of tuition pricing system. It also summarizes the differences and similarities as well as the advantages and disadvantages of the system pricing system in the two countries.Second, on the basis of the above analysis, this paper expounds the diverse tuition collecting systems in America and the comparatively single one in China and concludes the differences in tuition collecting forms, collecting time and personalized services between the two countries. The third chapter of this paper gives an overall description of the tuition subsidizing system of the two countries and analyzes their own characteristics. We can see the gap and lack in the development of subsidizing system in our country by comparing with that in America.Lastly, this paper gives four suggestions from the following three angles:that are pricing system, collecting system and subsidizing system. And this paper comes to an important conclusion:the credit charging system is leading the reform of the tuition system in our nation.
