To meet the growing demand for higher education, in the late 1990s, China's higher education commenced the large-scale enrollment led by the government. In addition, the increased costs make higher education funds show a rapid expansion. Due to the government's public finance austerity, unable to provide more higher education funding, coupled with the country's cultural traditions, economic level and the limited capacity of university research and other factors, colleges and universities to increase funding channels eventually reach the tuition and this is why college tuition growth in recent years and even started beyond the average family can bear. Although as a non-compulsory education and quasi-public goods, as the market economy reform deepens, higher education system has become one of the important contents of China's higher education reform and has been accepted by more and more people. In addition, the theory and practice of development, which is not only a more equitable system, higher education is the prerequisite for the better development. But rising tuition standards has been the subject of widespread concern in the community, sparked on fair education discussion. Meanwhile, the tuition increase in the standard, but the university's budget remained tense. In the deep marketed United States, in recent years, differentiated tuition system of public college tuition standards, because of the expansion of demand for funds, is also raising under government control, but equally, public universities of the fund remains tense. To further ease public college financial constraints, in recent years, the United States introduced the public university"enterprise"reform, that is, to weaken the government's control of public universities, to give public colleges and universities to"enterprise"status for college competition in the market has become a mainstay. Meanwhile, relying on the differential fee system and the government-funded system perfection, the United States for the overall public university tuition standards do not reach a high level, and did not draw too many people worry and panic.From our country's higher education tuition system and the American system of higher education tuition fees we can found that among them, a relationship is crucial which is market-oriented and government intervention. The field of higher education to introduce market competition is absolutely the trend, and the government to intervene the market failure of the unique phenomena is indispensable. Because of this, and the proper handling of the relationship or not, it will directly affect the development of higher education. In China, the introduction of market competition is under the government intervention, market really plays a very small role, but also far from complete. Thus, the colleges are no difference from the price of higher education tuition. The average tuition system of China's higher education system has been the root of criticism. And an even deeper reason is not government intervention is not in place, but is too much government intervention, the market did not play its due role. The degree of marketization, the scope of government intervention and the relationship between them, may arouse different answers in varied nations. But in today's major background, after all, have certain things in common. Therefore, from several theories which have played important roles on the development of higher education, the paper analyzes the attribution of higher education tuition and property, then verifies and analyzes the role, main body and relationship of marketizaion of higher education and government interventions. After introduction of American differential fees in public higher education system and the"corporatization"of higher education reform, after presentation and verification, raised proposals for higher education tuition reform.This paper is divided into five parts: from the theory of public goods, human capital theory, cost-sharing theories the first part discussed the attributes of contemporary higher education and of higher education tuition, higher education cost-sharing of private part of the price. Then from the market definition and content, the paper discussed the relationship of higher education and a marketization, and argues the need and rationality for the higher education market-oriented reform, for the government intervention in the field of higher education and its legitimacy, and clarifies the field of higher education market with government intervention. In the United States public college tuition system, mainly analyzed the American Public University's differential tuition system and the recent college "enterprise" reform, and then discusses the possibility of introducing"enterprise"reform. Then, on the analysis of the current higher education tuition overview and status, in discussing the need of reform of the system of fees, from the United States system of differential tuition and public colleges and universities"enterprise"reform, the paper advanced the system that geographic and personal differences tuition fees system and the system of market-oriented pricing system under the Chinese government intervention.
