At the present stage,various forms of formalism in the grass-roots emerge in an endless stream,seriously causing the grass-roots burden.On the one hand,this phenomenon is not conducive to the operation of grass-roots organizations,and on the other hand,it is not conducive to the physical and mental development of grass-roots workers.In March 2019,the central government made it clear that 2019 was "the year of burden reduction at the grass-roots level",and the grass-roots burden reduction policies were successively introduced in various places.In order to implement the spirit of the policy at the higher level,Qiannan Prefecture also formulated and implemented specific measures to reduce the burden at the grass-roots level.Since the implementation of the burden reduction policy at the grassroots level in 2019,how the implementation effect of the burden reduction policy has become the focus of attention from all walks of life.Research analysis and theoretical analysis,the method of combining in qiannan 232 grass-roots staff as the research object,this article is based on questionnaire survey and interviews survey content analysis at the grass-roots level during the policy implementation effect,on the basis of found at the grass-roots level during the policy implementation effect is why the cause of the poor,and study at the grass-roots level during the Suggestions and countermeasures in the implementation of the policy optimization.In this paper,for the selected topic background,practical significance,the domestic research review,research thoughts and methods,related connotation definition and theory on the basis of a brief,from two aspects of the policy implementation present situation and policies have been implemented at the grass-roots level were measured during the policy implementation effect,according to the results of the questionnaire analysis and interview,it is concluded that at the grass-roots level during the policy implementation does not reach the designated position,implementation does not reach the designated position,the reasons are: Factors such as symbolic implementation policy,selective implementation policy,alternative implementation policy and apportionment implementation policy.For the above reasons,this paper analyzes the reasons from the perspective of organization theory,and puts forward suggestions and countermeasures for the optimization of the implementation of grass-roots burden reduction policies from the perspective of organization theory. |
