| In October 2017,the report of the 19 th National Congress of the Communist Party of China put forward the discussion of "urban and rural integration development" for the first time,and took "establishing and improving the system,mechanism and policy system of urban and rural integration development" as the main path to realize the five goals of Rural Revitalization.On May 5,2019,the CPC Central Committee and the State Council issued the "opinions on establishing and improving the system,mechanism and policy system for the integrated development of urban and rural areas"(hereinafter referred to as the "opinions").The release of the "opinions" is an important policy arrangement to implement the spirit of the 19 th National Congress of the Communist Party of China in breaking the dual structure between urban and rural areas,eliminating the differences between urban and rural areas,Promoting Rural Revitalization and new urbanization.The "opinions" put forward to improve the rural medical and health service system,and put forward a series of specific measures,which also marks the beginning of the integration of urban and rural basic medical and health services in China.Based on the holistic governance theory,symbiosis theory and new institutionalism,this paper defines the basic concepts of the integration development of urban and rural basic medical and health services,establishes six levels of analysis framework: concept integration,space integration,resource integration,talent integration,technology integration and system integration,and takes Shan county of Shandong Province as the research object to study the integration development of urban and rural basic medical and health services Through the data collection and interview of Health Bureau,urban and township hospitals,the existing problems are as follows: concept integration deviation,space integration is not in place,resource integration is not sufficient,talent integration is not mature,technology integration is not perfect and system is not unified and coordinated.According to the above problems,the institutional causes of these problems are analyzed:the financial system is not perfect,the official performance appraisal system is alienated,the resource allocation system is unreasonable and the medical planning system is not unified.Based on the successful experience of the Kuiwen District,Weifang City,Lishui District,Nanjing City,Changshu City,Suzhou City,combined with the actual situation of Shan county in Shandong Province,the paper concludes that there are five ways to promote the integration of urban and rural basic medical and health services in single county: promoting the integration of urban and rural residents’ medical concept,promoting the integration of medical space based on the integration of urban and rural areas,promoting the full integration of urban and rural medical resources,and building a harmonious society between urban and rural areas Interactive medical service technology integration mechanism and the construction of urban and rural unified basic medical and health service system. |
