The Right to Develop: China's Ideas,Practices and Contributions published by the News Office shows that,by the end of 2015,the number of people participating in China's basic medical insurance reached 1.336 billion,and the participation rate remained above 95%.In order to ensure that urban and rural residents can enjoy basic medical insurance rights and promote social fairness and justice,the State Council promulgated the "State Council's Opinions on Integrating the Basic Medical Insurance System for Urban and Rural Residents(GF [2016] No.3)",breaking the restrictions on urban and rural areas is undoubtedly of great significance in the process of the reform of China's medical insurance system.This article believes that the current measures to integrate urban and rural residents' medical insurance.This article believes that the current measures to integrate urban and rural residents' medical insurance are only important in eliminating the differences in the medical insurance system,but are constrained by the fact that the individual income level of rural residents is low and the actual conditions of urban and rural medical resources are different.The issue of unfair use of medical services between urban and rural residents has not been resolved.Therefore,this study will analyze the factors that affect the medical insurance of urban residents and the use of new rural cooperative medical care groups in the use of medical services,and through the comparison between urban and rural areas,this article reveals the root causes of the differences between urban and rural medical service utilization.Based on the policy of integrating the basic medical insurance for urban residents and the new rural cooperative medical care system,this article first describes the status of using of urban and rural medical services in China,followed by the Andersen model,using the data of the Chinese Health and Elderly Care Survey(CHARLS),this thesis describes the cross-correlation of statistical medical services using various indicators and propensity features,and then determine the important variables affecting the utilization of medical services based on the analysis results,so that the empirical analysis can be constructed based on key variables.The whole thesis can be separated into six parts.The first chapter,the introduction part,mainly introduces the research background,research significance,literature review at home and abroad,research ideas,research methods,and the possible innovations and deficiencies of this research.The second chapter mainly explains the concept of middle-aged and elderly people,medical service and other related concepts.The third chapter,part of the status quo,according to the "2016 China Health and Family Planning Statistical Yearbook",introduces related indicators.Chapter 4 describes and defines the samples and variables selected according to the purpose of the study from CHARLS database.Then describes the crosscorrelation between statistical medical service utilization related indicators and propensity features.And then,based on the analysis of the results to determine the variables that may affect the use of medical services,which variables require further focus on empirical analysis.The fifth chapter,the empirical research part,first describes the analysis model and variable selection,using the number of outpatient visits,outpatient expenditures,outpatient payouts,and number of hospital stays as variables,and propensity factors and enabling resources.The demand factors are used for regression analysis.According to the results,the key variables affecting the use of medical services by urban and rural residents and their impact are analyzed,and the key points that lead to the unfair utilization of urban and rural medical services are explained based on comparative analysis of urban and rural areas.Chapter 6,makes recommendations from the aspects of optimizing the allocation of rural medical resources,the development of rural economy to enhance individual economic capabilities,and gradually achieving the unified level of medical insurance contributions of urban and rural residents to promote urban and rural areas based on the existing research results,macroscopic status,and microdata empirical analysis results.This paper obtains the following results through empirical analysis: propensity features,enabling resources,and demand factors have caused varying degrees of impact on Chinese residents' medical services.Further analysis from the perspective of urban-rural differences found that these important influencing factors are mainly age and income levels,medical insurance,availability of medical resources,chronic disease status and self-evaluation of health status.The empirical analysis verified that medical insurance is not the most important factor affecting the use of medical services.Promoting the fair use of medical services in urban and rural areas needs to address the key points.In addition,although there are no significant variables in the model,the empirical results actually verify the correctness of the Andersen model's decomposition of the influencing factors of medical service utilization.
