Research On The Problems After The Integration And Implementation Of The Basic Medical Insurance System For Urban And Rural Residents In Weining County

The social insurance system is a security system established under the leadership of the state and with the participation of residents,with a wide range of security,involving residents' pension,medical care,employment,work injury and other aspects.The medical insurance system is an important part of the social insurance system.China began to try out the new rural cooperative medical insurance system in 2003,and tried out the medical insurance system for urban residents in2007.These two systems are aimed at protecting the health of urban and rural residents in China,but there is a certain gap in terms of security content,financing level and compensation treatment.Urban residents are not only higher than rural residents in terms of security level,but also enjoy better medical conditions and services than rural residents,resulting in social unfairness.To this end,in order to establish a unified and fair medical insurance system,the State Council issued the "Opinions of the State Council on Integrating the Basic Medical Insurance System for Urban and Rural Residents" in 2016,which clearly stipulated that all provinces should integrate the new rural cooperative medical system and urban residential insurance system,and specifically drafted the details and principles of the integration work.The integration of the basic medical insurance system for urban and rural residents is extremely complex,and many problems have emerged after the implementation of the integration,such as the large gap between urban and rural medical conditions,the shortage of medical insurance professionals,and the inadequate supervision of funds.Taking Weining County of Guizhou Province as an example,this paper studies the problems existing in the implementation of the basic medical insurance system for urban and rural residents,and discusses the suggestions to improve the basic medical insurance system for urban and rural residents,so as to make the basic medical insurance system for urban and rural residents run healthily and continuously.Based on the theories of dual economy and society,urban-rural integration development,social equity and welfare economics,this paper takes the basic medical insurance system for urban and rural residents in Weining County as the research object,conducts on-the-spot investigation through questionnaires,and analyzes the implementation of the system from the perspective of government and residents respectively.It is found that there are many problems in the integrated implementation of the basic medical insurance system for urban and rural residents.For example,the gap between urban and rural areas is still large,the service capacity of medical insurance agencies is not high,and the supervision of medical insurance funds is not in place.In view of these problems,some suggestions are put forward,such as balancing urban and rural development,actively introducing professional talents,establishing a sound supervision system,and improving the overall planning level.
