At present,urban and rural co-ordination of medical security is a core of social stability and a system that can ensure the health of the people.It has always been a hot issue in society.In particular,the government’s attitude toward promoting the basic urban-rural medical insurance system is firm.Perfecting the integrated institutional mechanisms for urban and rural development,advancing reform and innovation in social undertakings,and establishing a more equitable and sustainable social security system are very important and clear reforms in the “Decision on Several Major Issues for Comprehensively Deepening Reforms” at the Third Plenary Session of the 18 th Central Committee.task.The”Decision" once again reiterated the policy of integrating the basic medical insurance system for urban and rural residents proposed by the 18 th National Congress of the People’s Republic of China.This shows that the established principles and determination of the Central Government have not wavered.The reform of the country’s medical insurance sector must follow this correct direction and advance quickly.Firstly,this article researches and analyzes existing theories and practices,sorts out the domestic literature on exploring the combination of urban and rural medical insurance and foreign countries’ medical insurance systems,expounds the concept of basic medical insurance system,and studies the related economic theories.The history of universal medical insurance in developed countries and some empirical models in domestic pilot regions.Secondly,proceed from the actual situation of the dualization of the basic medical insurance of Honghe Prefecture between urban and rural areas,and combine the practical experience of the Honghe Prefecture government in the overall planning of the urban and rural medical insurance system,summarize the results,analyze the problems,and then identify and promote the overall urban and rural medical insurance for Honghe Prefecture.The model and related countermeasures provide an idea for the future health insurance reform of the Honghe Prefecture government.Specifically,the article analyzes the economic development of Honghe Prefecture and the status quo of basic medical insurance for urban and rural residents,and uses the Grey Prediction Theory(GM Model)to use MATLAB software to forecast the income and expenditure of the Medicare Fund for the next three years.It is found that there are problems such as the increased financial burden brought about by the increase in the level of financing in the urban and rural basic medical insurance system of Honghe Prefecture,the low compensation rate,the possible deficit of the basic medical insurance fund,and the large gap between the basic medical insurance for urban employees and other issues.The article analyzes the specific conditions of Honghe Prefecture and studies how to more effectively improve the urban and rural basic medical insurance system in frontier and minority areas where the economy is less developed,and hopes to serve the majority of rural residents.The first is to suggest that comprehensive regional economic development and residents’ income levels continue to promote reforms,and that they can adopt multiple payment methods;second,it is recommended that the government should ensure the sustainable development of medical insurance funds,such as reforming the current health insurance settlement model and strengthening primary medical institutions.The third is to promote the government based on the “three-in-one” goal.The government can consider integrating with the people who are in close contact with urban employees,such as children and the elderly,and push reforms in multiple ways;It is suggested that the government strengthen support,strengthen policy advocacy and improve the people’s supervision system.
