An Empirical Study On The Equalization Of Basic Health Services In The Process Of Rural-Urban Integration

With the development of the social culture and economy, people’s requirement for health is getting higher and higher, and the demand of medical and health service (MHS) is on the increase. Basic medical services (BMS) is an important part of medical and health services, it’s the basic part of ensuring the health of the people. BMS equalization is an important goal of China’s health system reform, and providing everyone with access to BMS, promoting BMS equalization, enhancing the overall level of people’s health are major parts of speeding up the reform pace of health care and advancing overall construction of well-off society.Kunshan, which is located in Yangzi delta area, fastest developing area in China, is an important developing industrial and commercial city of Shanghai centered economic zone. Along with the fast development of economy and culture, and the deepening of the urban and rural integration (URI) course, Kunshan has made gratifying achievements in every aspect of residents MHS. Therefore, study on Kunshan’s BMS equalization during the URI and finding the experience and deficiency is of important realistic significance to China’s full implement of BMS equalization.This study defines BMS, BMS equalization and URI in a scientific way, and starts on the base of four important theories, namely Welfare Economics, Public Goods, Health and Equity, and Harmonious Society. With the investigation to urban and rural residents in Kunshan, this thesis gets the health condition for urban and rural resident and the supply and demand situation of BMS, sets the evaluating index of BMS equalization, using related data in Kunshan Statistical Yearbook analyses furtherly the present situation of Kunshan BMS equalization, seeks out hindering factors of realization of Kunshan BMS equalization via Regression Analysis, points out the realizing tactics the equalization with special focus and aims. This thesis will give policy recommendations from the following three aspects:promoting urban and rural security integration sequentially, raising the level of health services ability, improving health funds guarantee mechanism and strengthening the health service performance evaluation are seen as important measures ensuring Kunshan urban and rural residents be equally entitled to the same rights of BMS and economy achievements.
