Research On The Equity And Efficiency Of Health Resource Allocation In Yunnan Province

The "Healthy China" strategy is a new mission facing the construction of the medical and health service system in the new era.Based on this,the Yunnan Provincial Government implemented the "Healthy Yunnan 2030" plan,which raised the allocation of health resources to an unprecedented level.In the in-depth reform of the health system,health resources are the fundamental element of all health activities.How to rationally allocate limited health resources is a key problem that the regional government urgently needs to solve,and it is also an urgent need for the construction of the health service system at this stage.Combining the background of China's and Yunnan Province's health strategies,this research is based on the literature research on the concepts,theories,and domestic and foreign status quo of health resource allocation,taking the health resources of Yunnan Province and each city(prefecture)as the research object from 2011 to 2017.For the data obtained,first perform a descriptive analysis,then use statistical methods such as Gini coefficient,Lorentz curve and data envelopment analysis,introduce DEA model and Malmquist index model to analyze its fairness and efficiency,and finally explore it Configure features,deficiencies and reasons,and explore effective suggestions for this.The analysis results show that: at the level of overall health resource allocation,the total amount has increased year by year,but the amount of health resources per thousand population is lower than that of the western region,and the resources are mainly concentrated in hospitals.Subdivided into various levels of health resource allocation,there is a gap between the level of health human resources and planning requirements.At the level of equity in the allocation of health resources,population equity is better than geographic equity.In terms of the efficiency of the allocation of health resources,the efficiency gap between cities(states)is large.Improving scale efficiency is the key,and technological progress has not fully played its role.In view of the above analysis,provide suggestions and suggestions for it.
