Objective: The study makes a descriptive analysis of the current situation of human resources allocation in H provincial CDC at city and county levels,comprehensively analyzes its equity from different levels with various methods,explores the existing problems and factors affecting the equity,and then discusses countermeasures.Methods: Descriptive analysis and comparative analysis are used to describe the current situation of human resources for CDC in H Province,and Gini coefficient and Theil index are used for equity analysis.Results: From perspective of number of personnel,in 2018,the number of CDC personnel(excluding professional hospitals)in H Province was 9189;professional and technical personnel was 5950;health professional and technical personnel was 5000;their main work was infectious diseases;the working years of CDC personnel in H Province was mainly more than 30 years,accounting for 21.38%.From perspective of personnel structure,the age structure of the total number of personnel is mainly concentrated in 25~44 years old,and the educational background structure is mainly concentrated in college and bachelor degree;the age of senior(deputy senior)professional titles among professional and technical personnel is mainly concentrated in 45~54 years old with bachelor degree,the age structure of intermediate titles is mainly concentrated in 35~44 years old with college degree,and the age of junior professional titles is mainly concentrated in 25~34 years old mainly with college degree;Among the health professionals,the age of the practicing physicians is mainly ranged from 45 to 54 years old and mainly with bachelor degree.The education background of the practicing assistant physicians,registered nurses and licensed pharmacists is mainly college degree,and their age was mainly concentrated in 35~44,25~34 and 35~44 years old.According to the analysis of the equity of the total number of people in CDC in H Province in2018,with bachelor degree or above,professional and technical personnel,and practicing(assistant)doctor the Gini coefficients of population distribution are 0.1216,0.1906,0.1341,and 0.1459,respectively.The Gini coefficient by geographical distribution are0.3416,0.3186,0.3232,0.3274;Theil index is 0.0104,0.0262,0.0123,0.0221 respectively.Conclusions: The total number of human resources for CDC in H Province is insufficient,and the distribution of personnel with high professional titles and high education is uneven at all levels,the talent team is aging,and there is a potential crisis of age fault.The educational level has been improved,but the overall academic level is still low.The Gini coefficient according to population distribution is better than that according to geographical distribution,indicating that the resources are concentrated in densely populated areas,and the equity of the overall Gini coefficient is better.The difference of human equity in disease control comes from within regions,and the contribution rate of category C economic circle ranks the highest,indicating that resources tend to tilt to more economically developed regions.
