Analysis And Evaluation On Health Resource Allocation Efficiency In China With DEA And SFA

Objective : Research and evaluate the overall condition of health resource allocation efficiency in China in the past 10 years and the condition of health resource allocation efficiency in China's 31 provinces, cities in 2014, find existing problems and reasons. Analyze the influence factors of health resource allocation efficiency,explore the effective ways of adjustment and improvement. Provide advice to the ongoing health care reform in China. In order to improve the efficiency of the allocation of health resource in our country, we should establish and improve scientific and accurate method and provide a reference for statistical data and theoretical basis.Content:According to the characteristic of health resource allocation efficiency in China, from the time series and cross section to evaluate efficiency of allocation of health resource in our country, including the technical efficiency and cost efficiency.Time series research is aimed at the technical efficiency and cost efficiency analysis of health resource allocation in our country in the past 10 years; Cross section study is aimed at the technical efficiency and cost efficiency analysis of health resource allocation in China's 31 provinces and cities in 2014. At the same time, in order to provide quantitative and scientific suggestions and advice, we shoule summarize a series of scientific and perfect health resource allocation efficiency evaluation system for the medical management department.Method : According to the requirements of statistical methods, we select2005—2014 data on health resource allocation in our country, the input index, output index and index related to the total cost of the independent variable. We evaluate and analyze the data from the time series and cross section respectively, from the technical efficiency and cost efficiency. In time series study, we use data envelopment analysis(DEA) to calculate the technical efficiency values of health resource allocation in our country in the past 10 years. We use the stochastic frontier analysis(SFA) to calculate the cost efficiency value. In cross section study, we use data envelopment analysis to calculate technical efficiency value of health resource allocation of China's 31 provinces and cities in 2014. We use stochastic frontieranalysis to calculate the cost efficiency value of health resource allocation in 31 provinces and cities in our country in 2014. Compare the results of technical efficiency and cost efficiency, explore if there is a correlation between and role in the allocation of health resource evaluation system.Result:2005—2014, the technical efficiency of allocation of health resource in our country the average is 0.998, a total of six years of technical efficiency value is 1,and achieve a relative effective technology, technical efficiency reached 60%. The average cost efficiency is 0.350. The average technical efficiency of health resource allocation in 31 provinces and cities in our country in 2014 is 0.908, a total of 10 provinces technical efficiency value reaches 1, accounted for 32.26% of the country.In 2014, the cost efficiency of the allocation of health resource in 31 provinces and cities in our country average value is 0.423. Both time series and cross section, there is no relevance in the data, the change trend of technical efficiency and cost efficiency.Conclusion:1. 2005—2014, the technical efficiency of overall allocation of health resource in our country is in good condition. The investment scale in some years has not been fully utilized, the investment of some years size is too big, but can be resolved through continuous adjustment. Cost efficiency is not high, and is not stable, no obvious regularity. The health resource of our country have not been fairly and reasonablely allocated and used.2. The influence degree of the input index and output index of technical efficiency is different. Health administrative departments should be adjusted according to the actual situation of the time and place, in order to enhance the technical efficiency.3. Cost effectiveness of the independent variable indicators in different periods,different regions of the extent of the impact on the cost efficiency of the medical and health institutions and the way is not the same, health service management department should make the corresponding policy according to the actual situation,adjust the corresponding indicators, in order to improve the cost efficiency.4. Technical efficiency and cost efficiency of health resource allocation in ourcountry is independent of each other. The two of them can reference each other in reality, but cannot replace each other.5. Health resource allocation efficiency needs scientific evaluation system.Using the evaluation method of this study can be a scientific and effective evaluation of the health condition of resource allocation efficiency in our country. According to the results of our research, relevant departments can be combined with the actual situation to explore and continuous development and improvement in practice.
