Research On Optimizing The Allocation Of Medical And Health Resources In Chongqing

With the rapid economic development of Chongqing,the people’s demand for medical and health services is getting higher and higher.The allocation of medical and health resources directly affects the construction and improvement of Chongqing’s medical and health service system."It is difficult and expensive to see a doctor" is still an important issue for people to seek medical treatment.One of the reasons is the unbalanced allocation of medical and health resources.The high concentration of high-quality medical and health resources in the top three hospitals in the central city is in sharp contrast with the shortage of urban primary medical equipment and the low level of health technical personnel.A large number of patients with common diseases choose to flock to the tertiary hospitals due to lack of trust in primary care,which has caused a great burden on the operation of tertiary hospitals.At the same time,the health resources of primary medical institutions have not been fully utilized,resulting in a series of Negative social impact.To improve the level of medical and health services,a comprehensive and systematic analysis of the allocation of medical and health resources is an indispensable link.According to the descriptive statistics,the total amount of various medical and health resources has grown rapidly in recent years,but there are problems such as imbalance in regional allocation,insufficient allocation of human resources,and relatively small government investment in medical and health resources.In the process of empirical analysis,this paper uses the Gini coefficient method and the data envelopment analysis method to measure the equity and efficiency of medical and health resources.The conclusions are drawn: First,the overall fairness of medical and health resource allocation according to population distribution is relatively high,but the structure of medical and health resource allocation needs to be optimized.Second,the overall efficiency value of each district is quite different.80% of the district medical and health resources in the city are non-DEA effective.On the whole,the efficiency of urban medical and health resource allocation is higher than that of the urban agglomeration in Northeast Chongqing.Third,the technical efficiency of medical and health resources is low,and the ability to use health resources is insufficient.Finally,under the consideration and analysis of the allocation of medical and health resources,the following optimization suggestions are put forward.The recommendations are as follows: strengthen the government’s functions in the allocation of medical and health resources;scientifically allocate medical and health resources;realize rational planning of regional health and improve the utilization rate of medical and health resources.Optimizing the allocation of medical and health resources and improving the utilization rate of medical and health resources will help promote the reform of medical and health services in Chongqing,and rationally adjust the stock and increase of medical and health resources,so as to establish and promote the sustainable development of medical and health services.
