Analysis Of The Supply Gap Of Medical And Health Resources Based On The City Administrative Level

The difference in the supply of medical and health resources is one of the important problems in promoting the equality of basic public medical and health services.Under the guidance of the five development concepts “innovation ?coordination? green?opening and sharing”,it is necessary to coordinate the regional gap and share public resources.Under the special management system of urban administrative level in our country,the supply level of medical and health resources is uneven,which is contrary to the important strategy of realizing the coordinated development of our country's regions.Therefore,the gap in the supply of medical and health resources at the coordinated urban administrative level is an urgent problem to be solved in the equalization of basic public medical and health services in our country at present.Based on the number of medical and health technical personnel,the number of beds in medical and health institutions and the number of hospital hospitals,this paper constructs an evaluation index system for the supply level of medical and health resources.Taking the supply of medical and health resources in 287 prefecture-level cities and above cities in China from 2009 to 2017 as the basic unit,the level of medical and health resources supply gap between different urban administrative levels is analyzed by using Tyre index.The results show that:(1)the gap between administrative levels of different cities is gradually prominent.Through the analysis of the results,it is found that the proportion of the gap between regions is nearly 1 /3,and the proportion of the gap between the administrative levels of cities in the eastern,central and western regions is nearly 2/5 or more,and the degree of narrowing of the gap between regions is slow.(2)the lower the administrative level of the city,the more unbalanced the supply of medical and health resources within the administrative level of the city.In particular,the level of medical and health resources supply gap in general prefectural cities is much higher than that in the other three high-level administrative cities.there is a significant gap in the supply of medical and hea(3)lth resources among the administrative levels of different cities in the eastern,central and western regions.Therefore,through the above analysis,this paper holds that in order to narrow the gap between regional medical and health resources supply at the urban administrative level,it is necessary to coordinate the development of cities at all administrative levels,coordinate the allocation of medical and health resources at the administrative level in each city,optimize the investment structure of medical and health resources in cities at each administrative level,improve the investment scale and quality of cities at the general prefectural level,coordinate the linkage development among urban levels,and balance the supply level in the east,middle and west.Improve the inter-grade urban medical and health financial system,improve the level of medical and health financial support.
