General secretary Xi Jinping emphasized in the nineteen big points that China should attach importance to people's health and provide the people with a comprehensive and three-dimensional service.Through the reform of relevant mechanisms and the establishment of a special medical and health system and service system combined with China's national conditions,we should improve the relevant management system.Health is a basic right of human beings.For everyone,health is the prerequisite for participation in all social activities,and is the basic goal of life pursuit.Therefore,for everyone,health should be fair.How to maintain health and fairness? From the government level,it is necessary to rationally allocate medical and health resources.Only through reasonable allocation of medical and health resources can the residents move towards health and equity.Although after years of efforts,the government's financial revenue has been in a high rising trend,and the medical and health expenditure is also increasing significantly.However,the urban and rural areas in China still have the phenomenon of uneven distribution of results and irrational allocation of resources.The trend of China's economic growth has attracted worldwide attention,and the living standard of the people is also increasing.At the same time,the rural residents hope to enjoy the same medical and health resources as urban residents.However,the scarcity is the characteristic of resources and also the characteristics of medical and health resources.The limited medical resources can alleviate the shortage of rural medical resources through rational distribution and effective allocation,so that urban and rural residents can enjoy the medical and health resources equally and equally.And then narrow the gap between urban and rural medical and health resources,so that urban and rural residents can enjoy a real sense of health and equity.Therefore,this paper studies the impact of urban and rural health resources allocation on the health difference between urban and rural residents from an empirical point of view,and puts forward relevant policy suggestions to ensure the poor health of urban and rural residents.This paper derives the macro health production function based on the personal health production function of Grossman,and derives the relationship between the health difference of urban and rural residents and the allocation of medical and health resources in urban and rural areas,and provides a theoretical basis for the subsequent empirical analysis.At the same time,this paper focuses on the status quo.According to the statistical data of China's Health Statistics Yearbook,the present situation ofurban and rural medical and health resources distribution in recent years and the health status of urban and rural residents have been demonstrated in recent years.On the basis of the above facts,on the basis of the existing data,this paper refers to the unbalanced measure method of medical and health resources in many documents,and finally uses the Tel index method to calculate the unbalanced status of medical and health resources in urban and rural areas in China,and calculates that the gap between urban and rural areas in China is larger than that in the medical and health resources.To achieve balanced urban and rural medical and health resources,the government still needs to make more efforts.It is also found that the prominent problem of medical and health resources in urban and rural areas is that the gap between the villages and towns is larger than that in the city.In order to minimize the impact of the unbalanced resource efficiency,the government needs to increase the supply of medical and health resources in the rural areas and improve the medical environment.In order to understand the difference between urban and rural health resources in urban and rural areas on health differences between urban and rural residents,this paper selects 2006-2016 year provincial panel data and uses double fixed effect model to analyze the health status of urban and rural health resources in urban and rural areas in China during the last eleven years.The empirical results show that the proportion of health technicians per 1000 population of urban and rural population and the proportion of health institutions per 1000 population in urban and rural areas have a significant negative correlation with the mortality of urban and rural residents.That is to say,the greater the gap between urban medical and health resources and the rural medical and health resources in China,the health level of rural residents is more than that of urban residents.It will be lower,whether it is soft conditions-health technicians or hard conditions-the health institutions' bed digits have verified the negative impact of the imbalance between urban and rural health and health resources on the health difference between urban and rural residents in China.On the basis of theoretical deduction,current situation and empirical analysis,it is found that the urban and rural medical and health resources in China still have obvious disequilibrium in recent years,and it also affects the health and fairness of urban and rural residents.In order to realize the health and fairness of urban and rural residents,the primary task is to achieve a balanced allocation of medical and health resources in urban and rural areas.In order to achieve this goal,some policy suggestions are put forward at the end of the article.Accordingly,the local governments in different regions of China can choose the corresponding policiesaccording to the actual situation of the local urban and rural medical resources allocation,in order to achieve the goal of promoting the health and equity of urban and rural residents.
