With the rapid development of the economy and the society, social demand for medicaland health services is increasing, the irrationality of medical resource allocation have becomeincreasingly conspicuous, and the phenomenon of inadequate resources and wasted resourcescoexist. Health care belongs to the common weal, and the working target it proposed is that“Everyone has access to basic medical health service.” This means that the distribution ofhealth resources should not rely on the market, but needs the government take moreresponsibility, to achieve a rational allocation of future health resources, to ensure the limitedhealth resources can do better services for people’s health. This study, through theretrospective survey, field investigation and comprehensive, systematic collection of existingstatistical material, makes sampling survey and provides forms, investigates from thedimensions of both vertical and lateral to make a comprehensive appraise analysis and asystematic study of the status quo of the medical equipments, the efficiency of the equipments,and the fairness of the equipments in Gu Ta District.This paper is divided into four parts: the first part is about theoretical study, introducehealth resources, health resource allocation and the government’s concept and basic principleabout the function of the resource’s allocation; the second part is about the government’s rolein the allocation of medical health resource, which states the necessity of strengthening thegovernment responsibility, as well as the government’s concrete actions in health resourceallocation and the absence of duty; The third part of the Gu Ta District, for example usingLorenz curves and Gini coefficients to analyze the allocation of resources. This paper alsocites some typical cases from both home and abroad; the fourth part comes up with somerevelations and suggestions from the control and allocation of the health resources for Gu Tagovernment.
