Objective : Through investigating on health resources allocation including health resources state, management state of hospital in Hengyang city in 2005, we study some influential factor of health resources allocation and operational state in Hengyang city,to supply some basic references for sustainable development of health service in Hengyang city and advance process of health system reform.Methods : With listen to report, questionnaire, symposium, look up literature,field observation method, we investigated 40 medical services in Hengyang city, conducted statistical analysis of absolute value, average and proportion of index about health resources, and compared them with levels in Hunan Province.Results : In 2005, there were 935 all kinds of medical institutions, 9448 beds, and 11575 health staff. There were 12.92 health professionals per thousand and 10.55 beds per thousand. The ratio between doctor and nurse was 1∶0.44. The ratio of business income from drug in hospital income was decrease year by year; Total amount in debt is 34114.55 ten thousand RMB; The ratio of public expenditure in hospital expenditure was the largest; The usage of hospital bed was rise to 80.9%, The average medical cost per out-patient and the average cost of hospitalization per discharged patient were all higher than average value of Hunan Province.Conclusions : The hygienic resources total quantity in Hengyang city was rich, but health resources distributed unevenly, the public health invested the funds to be few;health resources allocation distribution structure was unreasonable, also the overweight of debt of hospital is still prominent. To achieve the continuous development of health service in Hangyang city, we must persist in the scientific viewpoint of development, strengthen regional health planning, deepen the internal reform and promote efficiency.
