With the continuous development of the economy and the continuous advancement of urbanization,the people’s living standards have been improving day by day,and the demand for basic medical and health services has also increased.The scarcity of basic medical and health resources has limited the degree of satisfaction for the people’s needs,at the same time,there is a difference in the supply of basic medical and health resources between regions.Therefore,how to further improve the supply capacity of basic medical and health resources,at the same time reduce the differences between regions,promote the equitable supply of basic medical and health resources,and finally achieve the coordinated development of health undertakings has become an urgent problem that needs to be solved.This study mainly analyzes the present situation of the supply of basic medical and health resources in Shandong province to find out the regional differences and further explore the causes of the differences.Finally,effective countermeasures are put forward to promote the level of supply of basic medical and health resources and the level of equal supply in the region.First of all,using factor analysis method to measure the current situation of the supply level of basic medical and health resources in Shandong Province from 2008 to 2017,using cluster analysis method to classify it,and using ArcGIS software to describe the spatial pattern of the supply level of medical and health resources,the study found that: At the supply level,The total supply of basic medical and health resources in Shandong province is insufficient and concentrated in more developed areas.In the spatial pattern,the supply of basic medical and health resources presents the development pattern of "strong in the East and weak in the West,strong in the North and weak in the South".Secondly,the Shandong Province region is divided into the Ludong region,the provincial capital urban agglomeration,and the Lunan region.With the prefecture and city as the basic unit,the Zongtaier index of the supply of basic medical and health resources in Shandong Province and the Taier index of each district are calculated.On the basis ofthis,a systematic study was conducted on the overall differences in the supply level of basic medical and health resources in Shandong Province from 2008 to 2017,the regional differences and regional differences in the supply level of basic medical and health resources in Shandong Province.The research shows that the regional differences in the supply level of basic medical and health resources in Shandong Province are obvious,and the regional differences occupy a dominant position.Among them,the regional differences of provincial capital urban agglomerations are the largest,but in recent years,the overall regional differences,inter-regional differences and intra-regional differences have shown a decreasing trend.Thirdly,using the regression analysis method of panel data to explore the factors that influence the supply level of basic medical and health resources,we can see that the main reasons for regional differences include: economic development level,urbanization process,government health expenditure,medical and health system reform and resource supply system reform.The policy suggestions for improving the supply level of basic medical and health resources in Shandong Province and reducing the differences in regional supply levels are obtained,including: Promoting Inter-regional Economic Collaborative Development and Accelerating Urbanization;Increasing government health investment and broadening the channels for financing health funds;To coordinate the supply of regional health resources and strengthen supervision and evaluation;Adjust the supply of health human resources and promote the reasonable flow;We will deepen institutional reform and improve the health service system and other relevant policy recommendations.
