Research On The Effectiveness Of Institutional Supply For Rural Environmental Pollution Control

At present,China's rural areas are undergoing a major strategic transformation of rural revitalization,and the level of rural social and economic development has been significantly improved.However,with the development of my country's agricultural and rural economy,the contradiction between rural villagers' yearning for a better standard of living and the supply of backward systems,increasingly severe pressure on resource utilization,and rough agricultural production methods have caused the rural environmental pollution problem to become increasingly prominent.Therefore,how to provide an effective system for the rural environmental pollution control system is not only the right way for rural revitalization,but also the actual choice for beautiful rural construction.Shan Dong Province is located in the Yellow Sea Plain in the Bo Hai Sea Rim of my country.Its rural regional economy is highly developed,and it has also become the worst-hit area of ecological degradation and environmental pollution.In order to win the battle to defend the "green waters and green mountains" in the countryside,Shan Dong Province and its governments at all levels have provided a series of systems for rural environmental pollution.However,judging from the effectiveness of actual environmental pollution control,there is still an atmosphere in the rural areas of Shan Dong Province.A series of environmental and incidental social problems such as pollution,soil pollution,and water pollution.So,what kind of logic is used to supply the rural environmental pollution control system in Shan Dong Province? What factors caused the failure of its system supply? How to provide effective systems in rural areas? The answers to the above questions will help deepen the theoretical research on rural grassroots governance,and guide the rural environmental pollution control system to provide practical results.Based on the SES framework proposed by Ostrom,this paper attempts to construct a problem-oriented SES framework based on the effectiveness of the supply of environmental pollution control systems in rural areas in Shan Dong Province,and through the identification of key issues in rural areas in Shan Dong Province,analysis of influencing factors,Identify the logic of system supply and evaluate the effectiveness of system supply to form an effective system supply path and correct problem-solving strategies.The research believes that the dislocation of the main body's interests,the lack of necessary resources and the unscientific system supply strategy are the main reasons for the failure of the supply of the rural environmental pollution control system in Shan Dong Province.In order to make the supply of the rural environmental pollution control system in Shan Dong Province more effective and correct the errors and deviations in the system supply process,it is necessary to accurately identify rural environmental pollution problems,ensure the system supplies necessary resources,innovate the system supply model,and establish a dynamic evaluation and feedback system.The research conclusions provide theoretical and policy enlightenment for rethinking the supply logic of rural environmental pollution control system and cracking the plight of the failure of rural environmental pollution control system supply.
