Study On Rural Environmental Pollution Control In Chengdu

Since the 18 th National Congress of the Communist Party of China,all parts of the country have taken the construction of "ecological beauty" as the starting point,attached importance to the construction of ecological environment,and carried out rural environmental governance.Rural economy and society have made great progress.In the report of the 19 th National Congress of the Communist Party of China,"ecological civilization" has been mentioned 12 times,"beautiful" has been mentioned 8 times,and "green" has been mentioned 15 times.It has put forward the development direction of promoting agricultural and rural areas to realize science and technology,modernization and industrialization.Rural environmental pollution is a key factor that hinders rural economic and social development.We should carry out environmental governance of rural air,water and soil,implement urban and rural garbage classification,reduce agricultural and rural non-point source pollution,strengthen rural environmental protection education,advocate and implement a green,low-carbon and circular agricultural economic development mode,and create a new rural pattern of coordinated development between human and nature,Create an atmosphere of beautiful environment,farmers’ happiness and social harmony.In recent years,Chengdu has taken the initiative in thinking,adjusting measures to local conditions,scientific planning,implementing responsibilities,and vigorously promoting.Rural air,water,soil,natural resources and environment have been effectively controlled.However,from the perspective of the degree of rural environmental governance in Chengdu and the practical problems to be solved,there are still many problems,such as insufficient use of information and intelligent means,insufficient investment in rural environmental governance funds,imperfect rural grass-roots environmental governance mechanism,and low enthusiasm of rural residents to participate in rural environmental supervision and governance.This paper takes Chengdu rural environmental governance as the research object.Firstly,it introduces the research background and significance of rural environmental governance in Chengdu,and comprehensively arranges and discusses the domestic and foreign research content and situation of rural environmental governance;secondly,it summarizes and analyzes the relevant concepts of this paper;thirdly,through a large number of consulting Chengdu agricultural and rural environmental pollution and control in recent five years Based on the research contents of this paper,a questionnaire survey on rural environmental pollution was carried out in combination with the environmental protection volunteer organization of Chengdu City.The current situation,implementation measures,existing problems and the causes of the problems were analyzed and elaborated.Finally,the achievements and experience of rural environmental governance at home and abroad were comprehensively analyzed and sorted out,and a sound rural environment was proposed Comprehensive management mechanism of environmental governance,strengthen the joint supervision and law enforcement of rural environment,and strengthen the construction of rural environmental infrastructure,In order to provide some reference for the follow-up work of rural environmental governance in Chengdu,we should enhance the participation of rural residents in rural environmental governance,improve the level of scientific and technological informatization of rural environmental governance,and strengthen the education of legal awareness of environmental protection of rural residents.
