| With the implement of rural revitalization strategy and new-type urbanization strategy,rural environment has been concerned by the government.The reports of the 19th National Congress of the Communist Party of China raised a viewpoint:strengthening the prevention and control of agricultural non-point source pollution,what’s more,carrying out rural residential environment improvement actions,which lays a solid foundation for the management of rural environment.The government issued the three year action plan for rural residential environment renovation in February 2018,which put rural environmental governance on the agenda formally,the programme proposed some details,such as "Putting the villager in the center and motivate them","Carrying out the responsibility and forming a joint force" and "Mobilizing the active participation of social forces",which promotes the cooperative governance of rural environment.But from the practice of rural environment collaborative governance,there are still some problems such as the lack of deep participation of the social actors,the lack of effective coordination and governance.In response to the reality,the thesis applied Bryson theory and Combined empirical analysis with normative analysis to explore the factors that affect the effectiveness of cooperative governance of rural environment,based on the findings,the corresponding policy recommendations are put forward.The whole thesis is composed of six parts:Part Ⅰ:Introduction.This part includes background of paper subject values of research,the summary of related researching,both domestic and aboard.what’s more,this part will introduce the definitions of relative concepts,theory base,method of research and paper’s logical structure.At last,this part will introduce five villages which were chosen as sample.Part Ⅱ:Research model and basic hypothesis.This part mainly introduces the Bryson cross department collaboration model,and discusses the feasibility of using the model to analyze the problem of rural environment synergistic governance.On this basis,four basic hypotheses are put forward.Part Ⅲ:Research design and data acquisition.I choose five villages as investigation area and design a research program according to the Bryson model,including the selection of the investigation area,the design of questionnaire and interview,data collection and other related contents.Part Ⅳ:Statistical analysis,hypothesis testing and interview.This part mainly collates and analyzes the results of the survey,and uses SPSS software to verify the hypothesis on the basis of the correlation analysis and regression analysis,what’s more,this part collates the results of the interview.Part Ⅴ:Conclusion.This part raises strategies to improve the effectiveness of collaborative governance in rural areas.Based on the above research results,this part summarizes the factors that affect the effectiveness of rural environment collaborative governance,and puts forward corresponding improvement strategies accordingly.Part Ⅵ:Research summary and prospect.This part mainly summarizes the main achievements and shortcomings of this research,and makes future prospects for this research.The innovation intention of this paper is mainly reflected in the following three aspects.First,research content innovation.According to the above literature,there are few literature about rural environmental governance,and the research field is more scattered,involving geography,economics,sociology and many other fields.There are few articles focused on the management of rural environment in the field of public management,and the Chinese contribution is more concentrated on the discussion of government responsibility or the study of the decentralized responsibility of the participants,but lack the internal logic analysis of collaborative governance.Starting from the functions of the government,the paper based on the responsibility of the participants in the cooperative governance,and using the theoretical framework to make an empirical analysis of the cooperation among the various subjects in the rural environmental synergistic governance,trying to explore the effective and high synergy mode.Therefore,this paper has a certain innovation on the content of the research.Research framework innovation.The analysis of the previous related literature can be found that few documents have been carried out under the guidance of the theoretical framework to study the cooperative governance of rural environment.This paper takes the Bryson cross department collaboration model as an analytic framework,and puts forward a hypothesis on the cooperation process of the government and other social subjects in rural environmental governance from four aspects of the initial conditions,process elements,structural elements and constraints.The evaluation results of collaboration are evaluated from the aspects of value influence,elastic evaluation and responsibility partition.Finally,the hypotheses are verified by the survey results.For now,there is no literature on collaborative governance of rural environment by using Bryson model.Therefore,this attempt is an innovation.Third,research method innovation.At present,the academic circle has studied the problem of cooperative governance in the rural environment from the theoretical level,and less from the empirical point of view to analyze the reality.Even the literature of the empirical analysis is lack of the excavation of the policy implications.This paper makes an empirical analysis on the cooperative governance of rural environment,and excavate the policy implications based on the results of the empirical analysis,so the research method of this paper has a certain innovation. |
